In this connection, there is a need for external assistance for concept selection, studies and planning work. The purpose of the procurement is to ensure sufficient planning capacity and expertise to carry out a holistic and efficient planning process. Concept selection and zoning plan must be added create a future-oriented public transport hub that also safeguards good city center functions, in line with political decisions. The assignment will contribute to good progress, high quality in the planning material and good coordination between relevant actors and professional environments. The planning work must be carried out within current municipal and regional planning, in coordination with transport operators and other infrastructure. There will also be a need to meet requirements for participation, consultation and a planning process that reduces the risk of objections and complaints. Plan demarcation and political guidelines for the case were last considered by the municipal council on 28 May 2026, case number 058/26. Pre-project and process work that has been carried out in the project will be made available to the selected supplier.
