1. Assignment Description

The World Bank Water Global Practice (Water GP) is the largest public financier of water infrastructure projects globally with an investment portfolio valued at USD 29 billion. Beyond investment financing, the Water GP brings value to its clients through implementation of global knowledge into local operations. As such the Water Supply and Sanitation (WSS) Global Solutions Group (GSG) focuses on the Water GPs analytical, advisory, and operational engagement in all areaspolicy, institutions, utilities and governance -- relating to water supply, sanitation, wastewater management, and water quality issues. The WSS GSG covers the entire rural to urban continuum and considers the full range of challenges related to effective, efficient, inclusive and sustainable WSS service delivery in World Bank (WB) client countries. This entails close cooperation with external partners and clients, as well as with other WB Global Practices, including Governance, Health, Environment, Urban, Rural and Social Development.

Water and sanitation service delivery in developing countries faces several challenges, which risk undermining the achievement of the Sustainable Development Goals (SDGs), particularly SDG 6 whose overall aim is to ensure availability and sustainable management of water and sanitation for all. Some of these challenges include low access to improved water and sanitation; poor service quality; financially weak service providers; environmental and climate-related risks and the poor sustainability of assets and services to name a few. At the root of many of these challenges are weak policy and institutional frameworks; inadequate organizational capacity; absence of political will; and lack of accountability and transparency mechanisms. A shift in approach is needed, which draws on not only infrastructure economics, but also understanding political economy, behavioral and institutional dynamics, sector governance (including at all levels of government) and often overlooked aspects of human resources development and monitoring and evaluation of sector initiatives. This new thinking needs to be grounded within the differing contextual realities of countries, learning lessons from what has worked or not worked with regards to achieving specific objectives.

1.2 The Policy, Institutional, and Regulatory (PIR) Incentives Framework

In response to the sector challenges and the need for a different approach laid out above, the Water Global Practice of the World Bank is looking for support from a consulting firm to undertake assessments of the policy, institutional, and regulatory (PIR) framework for water supply and sanitation in a select number of Bank client countries: the Democratic Republic of Congo, Togo, Ethiopia, Ghana, Angola, Nigeria, Kenya, Mozambique, Brazil, the Dominican Republic, Nepal, Jordan, Morocco and India. The final list of countries will be defined by contracting stage but for the purposes of this REOI, these are the countries selected so far. The objective of this work is to guide World Bank clients and task teams in these countries on how to optimize PIR for the achievement of more sustainable water supply and sanitation (WSS) service delivery. Another objective is to enhance the PIR agenda through communicating concrete lessons and messages at country and global levels.

2. Scope of Work

The scope of the consultancy services shall include but not be limited to the following:

i. Analyze the role of PIR in achieving better water and sanitation outcomes e.g. in terms of access, quality of services, resilience, inclusion, efficiency and sustainability to name just a few. The challenges and opportunities for doing so will be highly country-specific and the objective of this work is to anchor the diagnostic and reform proposals in those local contexts. The diagnostic should also develop evidence on how PIR is supporting or undermining progress in desired WSS outcomes.

ii. Prepare an action plan for addressing the challenges identified in the diagnostic. Propose a menu of activities for each country that directly address the PIR weaknesses and leverages reform opportunities.

iii. Develop key messages and communication products based on the country assessments: Draw out key messages, lessons, and insights that could be relevant for a global PIR agenda. Develop presentations, blogs and briefs and other communication materials to disseminate findings and advocate for more attention on PIR at national and international fora.

The consultancy contract period is expected to be about 18 months. The services will be provided in English. Engagement with some client countries will require Spanish, Portuguese and French language skills (to be confirmed).
The expression of interest should include:
Information demonstrating that the firm has a high level of qualifications and relevant experience to perform the assignment, including experience in institutional diagnostics, public policy analysis, strategic planning, management of public sector organizations, change management, and regulation of water and sanitation services.
Brief approach on how to undertake the proposed assignment.
CVs of the key individuals who are likely to feature prominently in any potential subsequent offer during the RfP stage.
The short list criteria are:
Experience in successful development of institutional and policy reform roadmaps and action plans including in low capacity country contexts.
Sound knowledge of the specificities of water supply and sanitation across different types of countries (with a preference for low-income and middle-income).
Proven track record in understanding political economy, communications on policy, consultations and stakeholder
