Request for proposals are invited for Consultancy Services to Undertake a Pre-Feasibility Study and Develop GCF Concept Note in Ecuador.

PROJECT BACKGROUND:
Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment, Water and Ecological Transition (MAATE acronym in Spanish) and the Ministry of Economy and Finance (MEF) on climate and sustainable finance for the country to achieve their adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI is supporting MAATE on the initial steps to implement its recently published First National Adaptation Plan (NAP), develop a pipeline of adaptation projects and technical assistance, and design a large-scale adaptation project to be submitted for funding to the Financial Mechanisms under the United Nations Framework on Climate Change.

As part of the implementation of the First National Adaptation Plan, Ecuador requires technical assistance to develop a pre-feasibility study and a concept note for a large-scale adaptation project (larger than 250 million USD). This process is planned under two stages. The first stage developed technical inputs to advance in the definition and development of information required for the concept note . The second stage will undertake a pre-feasibility study and fully develop the concept note of the large-scale adaptation project. A Service Provider is required to cover the second stage.

Therefore, this assignment/project has two objectives that also define the two components:
1. Develop a pre-feasibility study that serves as the basis for a concept note for a large-scale adaptation project (larger than 250 million USD) aligned with the GCF-s latest policies, manuals, guidelines, investment criteria and requirements.
2. Fully develop a concept note for a large-scale adaptation project (larger than 250 million USD) aligned with GCF-s latest policies, manuals, guidelines, investment criteria and requirements.
