The Republic of Kiribaticomprises 33 islands distributed across an extensive area of the Pacific Ocean, rendering it among the world's most remote and widely dispersed nations. Rapidurbanisation presents significant challenges, especially in South Tarawa, Temaiku, North Tarawa, and Kiritimati, where increasing population densitiesexert pressure on housing, infrastructure, and essential services. The countryremains highly susceptible to the impacts of climate change, with rising sealevels threatening freshwater resources, sanitation systems, and generalhabitability.Kiribati-s inaugural NationalUrban Policy, launched in 2020, was designed to promote integrated andresilient urban development. Recently, the government hired a consultant toupdate the KNUP for 2025-2035. The 2025 revision of the Policy, brings forwardmuch of the previous one but also takes account of what has happened in thepast five years, including the experience during and following the COVID-19pandemic, and the increasing evidence of adverse impacts of climate change.However, the Ministry of Culture and Internal Affairs (MCIA) and othergovernment stakeholders were of the opinion that the revision was weak and notevidence based. MCIA requested World Bank support to strengthen theKiribati National Urban Policy 2025 (KNUP) for resubmission to the Cabinet forapproval. The Government expressed particular interest in aligning the updatedPolicy with emerging analytical work and with the World Bank-s Livable PacificCities and Towns (LPCT) report.The appointed consultant will support the development of evidence-basedtechnical inputs and analysis to inform the Kiribati Resilient Urban Policy2026-2036 Report. The Consultant will gather and analyse new data wherenecessary, while also compiling and expanding on recent studies and riskassessments conducted for Kiribati since 2018/2019 by various stakeholders anddonors.
