REQUEST FOR ExPRESSION OF INTEREST FOR THE CONSULTANCY SERVICES FOR THE PRELIMINARY AND DETAILED ENGINEERING (PDE) FOR SCHOOL BUILDINGS SUBSURFACE SOIL ExPLORATION WORKS (Cluster A)



1. The Department of Education (DepED) Division of Antique, through the FY 2018 GAA intends to apply the sum of Sixteen Million Six Hundred Fifty Thousand Pesos Only (16, 650, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSULTANCY SERVICES FOR THE PRELIMINARY AND DETAILED ENGINEERING (PDE) FOR SCHOOL BUILDINGS SUBSURFACE SOIL ExPLORATION WORKS (Cluster A). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The Department of Education (DepED) Division of Antique now calls for the submission of eligibility documents for Consultancy Services for the Preliminary and Detailed Engineering (PDE) for School Building Subsurface Soil Exploration Works.



3. Eligibility documents of interested consultants must be received by the BAC Secretariat on or before November 21, 2018, 9:00 AM at DepEd -Schools Division of Antique. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.



4. Interested bidders may obtain further information from DepEd -Schools Division of Antique and inspect the Bidding Documents at the address given below at 8:00 AM - 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested and shortlisted Bidders from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Thousand Pesos Only (Php 20, 000.00).



6. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents upon the submission of their bids.

7. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184, otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The short list shall consist of seven (7) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing as specified in the EDS (Eligibility Data Sheet).



8. The funding source is Government of the Philippines under the 2018 General Appropriations Act (GAA). Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.



8.1. In addition, Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



9. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE) procedure. The weights to be allocated for the Technical Proposal is 70% and Financial Proposals is 30%. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.



10. The contract shall be completed within 120 Calendar Days.

11. The DepEd - Schools Division of Antique reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
