Request for proposals are invited for Consultancy Services for an International Consultancy for Information Management (IM) and Geographical Information System (GISS) for Humanitarian Mine Action.
The Danish Refugee Council (DRC) has received a grant from several donors for the implementation of various humanitarian aid operations. Part of this operation is humanitarian mine action. Therefore, the DRC requests you to submit price bid(s) for the provision of the consultancy service(s) listed on the attached DRC Bid Form Annex A2.

1. Nature of Consultancy

The objectives of this consultancy are to :

2.1 understand the organization-s (DDG Yemen) needs in terms of information management, geographic information system (GIS) and database management within mine action activities (Mine risk education, non-technical survey and potentially EOD/BAC) conducted in Yemen.
2.2. Support the setting up of a comprehensive database based on a relevant platform (FULCRUM, IMSMA, etc.) for all activities carried out in the programme, including revision of existing forms and creation of missing/relevant ones, in line with national requirements.
2.3. Linking all information included in the database to a simple and practical Geographic Information System (GIS) that will have to be operated and managed by DDG staff.
2.4. Train DDG staff to operate and update the system to maintain the database and the GIS, especially capacity build the IM Officer.
2.5 Consult with mine action authorities and UNDP in order to establish a system that is coherent with existing national tools and systems.
The Consultant must immediately inform DRC if difficulties arise in terms of fulfilling the assignment as agreed upon. DRC is open to receive proposals to implement the above remotely, provided that the proposal clearly describes how the objectives set will be reached without physical presence of the consultant.
3. Coherence and key stakeholders

The forms developed in the process of this consultancy should - as much as possible - be coherent with the International Mine Action Standards (IMAS) and the Yemen Mine Action Standards (MMAS) when/where available.

The consultant will conduct a series of interviews and consultation with relevant DDG staff in Yemen to understand the needs of the client, discuss possible solutions and systems and propose longer term solutions for 2019 and further. The consultant could also be requested to exchange with other International Non-Governmental Organisations (INGO), UN agencies, national stakeholders and actors from the private sector if available operating in the mine action sector in Yemen (UNDP, HI, Halo Trust, YEMAC).
