Request for Expression of Interest: Consultancy Services for Improving Management of State Assets Project
The consulting services ( the Services ) include:
1. Development of regulatory and methodological framework of a centralized system of accountingand inventory of state property in the Kyrgyz Republic:
a. Analysis and evaluation of the existing normative legal base governing the management of stateproperty in the Kyrgyz Republic
b. Development of the classifier of fixed assets (funds) and methodological framework for itsimplementation
c. Development of a methodological framework for the application of the automated system UnifiedRegister of state property
d. Development of recommendations on optimizationof normative legal base governing the managementof public property taking into account the developed methodological framework and the classifier
2. Conducting oftrainings for staff of ministries government agencies and state institutions responsible for keeping the state propertyon the application of the developed normative and methodological baseand UnifiedRegister of state property
3. Developmentthe IT System Unified Register of state property
4. Providing theassistance in carrying outa pilot inventory of state property at the example of one or more ministries using the methodological framework and automated system Unified Register of state property.
