I. BACKGROUND AND RATIONALE
Republic Act No. 10354, otherwise known as the Responsible Parenthood and Reproductive Health Act of 2012 (RPRH Law) recognizes the right of Filipinos to decide freely and responsibly on their desired number and spacing of children, within the context of responsible parenthood and informed choice, and to access needed reproductive health care information and services.
One of the 17 Sustainable Development Goals to end poverty and fight inequality and injustice in the 2030 Agenda for Sustainable Development is the goal of ensuring universal access to sexual and reproductive health care services and rights, which the Philippines committed to achieve by 2030. The findings of the 2013 Philippine National Demographic and Health Survey (NDHS) carried out by the Philippine Statistics Authority (PSA) show that at least six million women, of which two million are poor, have unmet need for any modern method of contraception, and remain unable to fully exercise their reproductive rights. The Administration-s 10-point socio-economic agenda includes, among others, the strengthening of the RPRH Law implementation to enable poor couples to make informed choices on financial and family planning;
The present administration manifested his support to the Population and Family Planning thru issuances of policies and guidelines. The Philippine Development Plan (PDP) 2017-2022 explicitly included the achievement of demographic dividend as a key strategy for achieving the socio-economic agenda of President Duterte-s Administration. In pursuing this strategy, the President issued Executive Orders 12 and 71 to direct key agencies to implement the RPRH law, in particular the NPPFP. The implementation of the NPPFP aims to ensure the achievement of the PDP target of 65% mCPR and as an effect would lower down the fertility to the replacement rate of 2.1% by 2022.
Joint Memorandum Circular 2019-01 -œPolicy Guidelines for the Intensified Implementation of the National Program on Population and Family Planning towards better health outcomes, Poverty reduction and Socio-Economic Development- was issued and the Commission on Population and Development pursuits its critical role in population management and socio-economic development of the country.
POPCOM commenced the implementation of the intensified NPPFP in September. Various initiatives and activities were undertaken to help achieve zero unmet need for Family Planning. Post implementation documentation shall be carried out as basis for project enhancement and scale up of emerging good practices.
II. PROCESS DOCUMENTATION OBJECTIVES:
To document through narrative, photos and short video clips the key activities in the intensified implementation of NPPFP activities and their contribution to the overall goal of the program.
