REQUEST FOR ExPRESSION OF INTEREST

For The

Consultancy Services on the Conduct of Feasibility Study for San Dionisio SRIP



1. The National Irrigation Administration, Regional Office 6 through the Feasibility Study and Detailed Engineering (FSDE) CY 2018 intends to apply the sum of FOURTEEN MILLION EIGHT HUNDRED TWENTY ONE THOUSAND FOUR HUNDRED TEN AND 45/100 PHILIPPINE PESO (Php 14, 821, 410.45) being the Approved Budget for the Contract (ABC) to payments under the contract for the Consultancy Services on the Conduct of Feasibility Study for San Dionisio SRIP with Contract Reference No. NIAR6-FSDE-FS-SANDIONISIO-CS03-18. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.



2. The National Irrigation Administration, Regional Office 6 now calls for the submission of eligibility documents for the Consultancy Services on the Conduct of Feasibility Study for San Dionisio SRIP. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before May 29, 2018, 10:00 a.m. at National Irrigation Administration, Regional Office 6, Tacas, Jaro, Iloilo City. Applications for eligibility will be evaluated based on a discretionary -œpass/fail criterion.



3. Interested consultants may obtain further information and inspect the Bidding Documents at the Regional Office BAC Secretariat, Engineering and Operations Division, National Irrigation Administration, Regional Office 6, Tacas, Jaro, Iloilo City during office hours from Monday to Friday.

4. A complete set of Bidding (Eligibility) Documents may be acquired by interested consultants starting on May 21, 2018 at Regional Office BAC Secretariat, Engineering and Operations Division, National Irrigation Administration, Regional Office 6, Tacas, Jaro, Iloilo City upon payment of a non-refundable amount of One Thousand Pesos (Php 1, 000.00) to the NIA Regional Office 6 Cashier. Bidding (Eligibility) Documents may be downloaded free of charge from the website of the Philippine Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee not later than the submission of the eligibility requirements.

5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Revised Implementing Rules and Regulations (IRR). The short list shall consist of a minimum of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: a) Applicable Experience of the consultant b) Qualification of Personnel who may be assigned to the job, extent and complexity of the undertaking and (c) Years of Experience.

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE) Procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8. The contract shall be completed within Two Hundred Forty (240) Calendar Days..

9. The National Irrigation Administration, Region 6 reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
