Expression of Interest are invited for Consultancy Services for “Climate Change Adaptation Master Plan”.
The Government of Barbados has received financing from the Caribbean Development Bank (CDB) and intends to apply part of the proceeds to payments under the Water Supply Network Upgrade Project, for the “Climate Change Adaptation Master Plan-. Payments by CDB will be made only at the request of the Government of Barbados and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the Government of Barbados shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The consulting firm will be required to provide the following:
· A Climate Vulnerability Assessment (CVA) for the Water Resources Sector in Barbados;
· Study of costs and revenues for key water resources operators;
· A guideline for the preparation of a CVA for the water resources sector;
· A Water Sector Climate Change Master Plan (CCAM) that identify short, medium and long term investment needs; and
· A Building Water Sector Institutional Capacity report that presents a roadmap for the BWA on how to cope with Climate Change.
The Barbados Water Authority Project Management Office, the executing agency for the loan, now invites eligible consulting firms to indicate their interest in providing the services. The general aim of this consultancy is to consider the impact of the projected changes in future climate, including temperatures, precipitation and other climatic variables on the sustainability of Barbados- water resources, the water supply system and the provision of services. The estimated duration of the consultancy is approximately ten (10) months.
Consultants shall be eligible to participate if:
1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
2. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
3. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
All countries are eligible for this procurement.
The attention of interested Consultants is drawn to paragraph 1.9 of CDB-s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB-s policy on conflict of interest.
Interested consulting firms must provide the following information to establish their competence in the performance of the services required:
· General background of the consulting firm;
· Description of similar assignments undertaken in the preparation of a Climate Change Adaptation Master Plan for a water utility;
· Experience as a consulting firm contracted for services for at least the last three (3) years, and specifically, participation as consultant in a role that is similar to the proposed consulting services within the last five (5) years
· Availability of a team with the following appropriate skills/experience:
1. An understanding of the data provided by Global Circulation Models and Regional Circulation Models, and familiarity with the Fifth Assessment Report by the IPCC.
2. Should have done at least one specific climate vulnerability assessments in the water resources
3. The ability to conduct economic analysis of development projects and sector strategies based on economic analyses.
4. Economic regulation and institutional analysis capacity
5. Ground water resources modelling and water budget analysis, watershed hydrologic analysis (rainfall runoff studies), water budget analysis and drought estimation.
6. Proven background in sourcing financing opportunities, sound investment planning and cost estimations.
7. Familiarity with Geographical Information Systems (GIS)
8. Knowledge of population analysis
9. Awareness of environmental regulations
All information must be submitted in English. Further information may be obtained from the first address below Monday to Friday.
One (1) original, four (4) copies and one (1) electronic copy on a USB drive of the Expression of interest, clearly marked “Climate Change Adaptation Master Plan”, must be deposited in the tender box located at the BWA Project Management Office, (at the first address below), at or before 4:30 pm Barbados time on June 23, 2017, and one hard copy must be sent simultaneously to CDB (at the second address below).
The expressions of interest must be in English and will be evaluated based on the qualifications and relevant experience of the firm. Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The Government of Barbados reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
