The duties of the Accompanying Measures Consultant encompass two components: Component 1: Institutional strengthening of the different operators of the irrigation systems, including:Assistance in the development and implementation of a cost covering and socially acceptable tariff strategyIdentification and implementation of measures to improve the overall economic performance (reduction of administrative losses by supporting increased billing and collection efficiency, theupdate/extension of customer databases and the collection of past due bills; strategy for the reduction of water losses, etc.)Strengthening of staff capacities (e.g. development of a staff development concept, support in recruiting additional qualified staff)Monitoring of water quality and quantity against the background of climate change and introduction of early warning systems for the customersPlanning and implementation of awareness campaigns and trainings in customer relationship management and public relationsSocial mobilizing of the farmers in order to increase the connection rate to the irrigation systems.Coordination of strategies and enforcement mechanisms for the closure of illegal wells between the relevant line ministries
