REQUEST FOR EXPRESSION OF INTEREST FOR THE PROCUREMENT OF INDEPENDENT CONSULTANT FOR THE TOURISM MASTER DEVELOPMENT PLAN OF THE PROVINCE OF SAMAR



1. The Provincial Government of Samar, through 2018 annual budget, intends to apply the sum of Four Hundred Seventy Five Thousand Pesos (P475, 000.00) being the Approved Budget for the Contract (ABC), to payments under the contract for the procurement of consulting services for the TOURISM MASTER DEVELOPMENT PLAN. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.



2. The Provincial Government of Samar now calls for the submission of eligibility documents for the procurement of consulting services of an Independent Consultant for the Tourism Master Development Plan of the Province of Samar;

Deliverables:

-Inception report (1 hard copy and soft copy) to be submitted three (3) weeks upon commencement of the project;

-Draft Tourism Development Plan (1 hard copy and soft copy) to be submitted on the third month of the project;

-Conceptual design for each proposed and prioritized tourism areas for development including the drawing of the type of facilities to be constructed, renovated and rehabilitated or upgraded;

-Final Tourism Development Plan (1 hard copy and soft copy) to be submitted on the last month of the project;

-Final output shall be one (1) Tourism Development Plan for Samar Province which contains the following minimums:

a. Situational Analysis

b. Goals and Objectives

c. Development Strategies

d. Programs, Projects and Activities

e. Monitoring and evaluation system

Duration: 4 months

The preparation of the Tourism Master Development Plan shall be concluded within four (4) months from receipt of Notice to Proceed by the winning consultant and hard and soft copies shall be submitted to the Provincial Tourism Office.

Interested consultants must acquire the eligibility documents and submit their eligibility documents on or before October 24, 2018, 10:00 A.M. at the Bids and Awards Committee, Capitol Building, Catbalogan, City. Applications for eligibility will be evaluated based on non-discretionary -œpass/fail- criteria.



3. The BAC shall draw up the shortlist of consultants from those who have submitted eligibility documents and Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act No. 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Revised Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are:



Applicable experience of the firm -45%

Qualification of personnel who may be assigned to the job vis-A -vis extent and complexity of the undertaking; -45%

Current Workload -10%



-œApplicable Experience- pertains to the Bidder and associates in case of joint ventures, considering both the overall experiences of the firm and the individual experiences of the principal and key staff including the times when employed by other Consultants.



-œQualification of Key Personnel- pertains to the personnel who may be assigned to the job vis-A -vis extent and complexity of the undertaking.





-œCurrent Workload- means the absorptive capacity of the Applicant to do additional works other than those currently being undertaken.





4. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the Revised IRR of RA 9184.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the Revised IRR of RA 9184.



5. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). The Technical and Financial Proposals shall be given weights at 70% and 30%, respectively, comprising a total of 100%, with a minimum technical score of 70 points. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.



6. The contract shall be completed within Thirty (30) days from the date of issuance of the Notice to Proceed.

7. The Provincial Government of Samar will hold a Pre-Bid conference open to all interested parties on October 24, 2018, at 10:00 o-clock in the morning at the Bids and Awards Committee, Capitol, Catbalogan, Samar.



8. Only those shortlisted consultantS are allowed to purchase bid documents in the amount of Five Hundred Pesos (Php 500.00)



9. Bid Opening shall be on November 7, 2018at 2:00 O-clock in the afternoon, at the Conference Room, Office of the Governor, Capitol, Catbalogan, Samar. Bids will be opened in the presence of the Bidder-s representative who choose to attend at the address above.



10. The Provincial Government of Samar reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
