This Expression of Interest follows the general procurement notice for this project that appeared in UN Development Business, Reference No:IDB1659-12/17 on December 22, 2017.

The Ministry of Science, Energy and Technology (MSET) acting on behalf of the Government of Jamaica, has received financing from the Inter-American Development Bank (IDB), Japan International Cooperation Agency (JICA) and European Union Caribbean Investment Facility (EU-CIF), and intends to apply part of the proceeds to payments under the project Energy Management and Efficiency Programme (EMEP) for consultancy services. Bidding will be governed by the InterAmerican Development Bank-s and the European Union eligibility rules and procedures.

The MSET, executing agency for the project now invites eligible consulting firms who are nationals of member countries of the IDB and or eligible European Union countries to indicate their interest in undertaking the consultancy: To Review and Update Jamaica-s National Energy Policy. Interested Consultants should provide information demonstrating that they have the relevant experience to support the Energy Planning Function within the Energy Division of the Ministry of Science and Technology.

A Consulting Firm will be selected in accordance with the Quality-and Cost- Based Selection (QCBS) method in accordance with the procedures set out in the Inter-American Development Bank-s: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9, the EU Rules on participation in procurement procedures and grants (PRAG) annex A2a and the Government of Jamaica (GoJ) Public Sector Procurement Procedures, and is open to all eligible and qualified bidders as defined in the Inter-American Development Bank policies and the European Union eligibility rules and procedures. Consulting Firms eligible to participate are those who are nationals of member countries of the IDB and or the EU Eligible countries. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their experience. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case ofJoint Venture, the nationality of the firm appointed to represent it.

This is an online managed procurement opportunity and the Expression of Interest document will only be made available and accepted via the electronic Government Procurement portal at http://www.gojep.gov.jm. Expression of Interest must be completed using the Expression of Interest Submission document and submitted electronically in PDF format via the electronic Government Procurement portal (http://www.gojep.gov.jm) no later than 1:59pm (local time) Monday, May 3, 2021.
