Consultancy Service For Final Evaluations of
Safe School Project
Summary: Plan International Asia seeks consultant team to carry out final evaluation of its multi-country Safe School project in Bangladesh, Cambodia, Indonesia, Myanmar, Thailand, and Timor-Leste. The evaluation is expected to take place and complete between 1 June - 15 July 2018.
I. INTRODUCTION
Founded in 1937, Plan International is one of the oldest and largest children's development organizations in the world. We work in over 70 countries worldwide to create lasting change for children and their communities. Everything we do is based on our firm commitment to children and ensuring they can claim their rights.
Our vision is of a world in which all children realize their full potential in societies that respect people's rights and dignity. In addition, our vision of rights and opportunities for every child can only be realized by working together with children, communities, civil society and local systems.
We work in partnership with children, communities and other organizations (CSOs and INGOs) to develop and run innovative program that transform lives across eight key areas: education; water and sanitation; sexual and reproductive health; early childhood care and development; disaster risk management; economic security; child protection and child participation.
As well as our ongoing disaster preparedness programming, we work during and after natural disasters, emergencies and conflicts to respond to children-s immediate needs and protect their rights, and enabling them to take place as part of processes, and as members of a civil society. We also work with local and national governments and global organizations to influence improving policies and laws that effect children-s lives.
All our work is rooted in decades of experience of local contexts, and our understanding of the needs and challenges of children and communities. Before taking any action, we listen to and learn from children and their families.
We work to ensure that girls and boys know their rights, and have the skills, knowledge and confidence to fulfil them. This approach inspires and empowers children and communities to create long-lasting change.
II. BACKGROUND
Worldwide, approximately 1.2 billion students are enrolled in primary and secondary school; of these, 875 million school children live in high seismic risk zones[1] and hundreds of millions more face regular floods, landslides, extreme winds and fire hazards. Children spend up to 50 per cent of their waking hours in school facilities, yet all too often schools are not constructed or maintained to be disaster resilient. The deaths of children and adults in schools cause irreplaceable losses to families, communities and countries. Millions of children also suffer lifelong injuries and disabilities through disasters.[2]
As a Child-Centered Organization, Plan International Asia (Plan ARO) is regionally implementing with support from different donors a Safe Schools Program in Asia to support Children in the most at-risk communities have access to safer education through duty-bearers minimizing the impact of disasters on their right to the quality education. The program has been running in thirteen countries and benefits around 1, 950 schools and 264, 855 children both in urban and rural settings.
In 2015, Plan ARO launched a multi-country Safe School project in disaster prone countries in Asia region. This project (FAD ARO100082), entitled ‘Strengthening children-s voices in promoting safe schools-, was financially supported by Sida through Plan International Sweden (SNO) under the framework agreement with Sida's unit for support through civil society (Sida Civsam) [3]. Implemented between January 2015 and June 20182, the present framework with Sida Civsam and the Program for Advocacy and Innovation (PAI) aims in overall goal to contribute to an active, vibrant and dynamic civil society which serves to promote and protect children's rights. Together with civil society organizations, children and youth claim their rights from duty bearers, who actively commit to respect, protect and fulfil these rights”. The overall goal of framework Civsam is achieved through thematic initiatives within country and regional programs targeting five thematic areas:
1. Children-s right to protection from all forms of violence
2. Children and young people-s right to sexual and reproductive health
3. Children's rights in disaster risk reduction and resilience
1. Child and youth citizenship and governance
2. Child rights governance
The SNO funded 'Strengthening children-s voices in promoting safe school' project components (hereafter referred to as SNO Safe School project) have been rolled out in in six countries: Bangladesh, Cambodia, Indonesia, Myanmar, Thailand, and Timor-Leste for the period from January 2015 to June 2018. As a complement to this regional program, the Sida Civsam framework included the programme for advocacy and innovation (PAI) and civil society strengthening initiative (CSS). The objective of the PAI is: "Through innovative program- and advocacy solutions, CSOs and Plan have contributed to increased state accountability as well as policy and law reforms in favour of children-s rights". Funding under this has included funding the Safe School Taskforce (see separate TOR for SS Taskforce) that has been linked to ASEAN Safe School Initiative and the processes regionally with the States.
The main goal of the SNO Safe School project are Children - boys and girls - in the most at risk communities have access to safer education through duty bearers minimizing the impact of disasters on their right to quality education with the support of Civil Societies.
The specific outcomes of this project are:
· Civil Society Organizations are strengthened to take a lead in implementing and monitoring Safe Schools Initiative in collaboration with education and disaster management offices.
· Duty bearers have developed policies/guidelines on Safe Schools and are making progress towards implementation at national and sub-national
· Children, teachers and school disaster management committees/school principals are actively participating in establishing safe schools in the target countries.
· Regional collaboration on a common Safe Schools Framework across CSOs and within Plan in Asia is strengthened
III. OBJECTIVES OF EVALUATION
The overall aim of the evaluation is to assess result and impact of the above-mentioned Safe School project against the project goal and outcomes in targeted countries and at regional level. It is important to also keep in mind the overall target for this financing scheme of Civsam as per above mentioned overall goal for the global framework.
In particular, the evaluation aims to:
1) Assess the project result areas in relation to the following evaluation criteria:
· Effectiveness - this criterion focuses on the assessment of achievement of project objectives at the outcome level.
· Relevance - this criterion focuses on the relevance of the project design to the priorities and challenges for children and youth in the specific country context.
· Efficiency - this criterion focuses on the assessment of implementation of the project from the perspective of cost efficiency and beneficiary reach.
· Sustainability - this criterion focuses on the sustainability of the achievements of the project when the projects end.
· Cross-cutting issues to what extend the project activities have been designed and implemented to be considerate of child-centeredness, inclusion, ethnicity, gender, disability and accountability.
2) Assess the overall relevance of the project as a whole in the context of Plan International-s relevant Country and Regional Strategies, Plan-s Disaster Risk Management strategy, as well as in relations to relevant development targets, in particular the priorities of Hyogo Framework for Action
3) Assess the added value and relevance of Plan International for strengthening civil society to become drivers of change able to hold duty bearers accountable for commitments made for advancing the rights of girls and boys;
4) Identify the project-s key challenges during implementation, and lessons learnt
5) Generate concrete conclusions and recommendations that can feed into decision making processes regarding up-scaling Safe school programming in the region and targeted countries and beyond.
The evaluation is expected to present evidence, recommendations and learnings which can be utilized by Plan International, and implementing partners in the development of potential future projects. The findings of the evaluation are also important for improving programme quality, identifying collaborative approaches with the civil society, and develop working methods together with children and youth at the community level.
IV. SCOPE AND METHODOLOGY
Scope of the Evaluation:
The evaluation should assess the results of the Safe school project against the targets set out in the original project documents and log frames. The evaluation will include field assessment in project sites of targeted countries (Bangladesh, Cambodia, Indonesia, Myanmar, Thailand, and Timor-Leste).
The evaluation should cover at least three communities/schools per country (more if possible) and also assure that CSO sub-granted partner (Civsam CSO focus of sub-granting minimum 70% level for Civsam and CSS aspect for networking and creating civic space) at each country level are analysed, where covering a representative sample of the project target areas for beneficiaries is assured. The assessment will explore the projects- related information for its full project period as mentioned in the background.
