PURPOSE OF ASSIGNMENT:

The iSCL consultant under the overall guidance of Chief CSD and day to day supervision of the Immunization Specialist will provide technical and management support to the National Department of Health’s Immunisation Team and Health Facility Standard Brach (HFSB) to accelerate the planning and implementation of polio Supplementary Immunisation (SIA) activities related to vaccines and cold chain management. The iSCL consultant will facilitate a timely and effective implementation of polio SIA and ensure that the capacity of local institutions is strengthened, to respond to, and coordinate the polio SIA interventions that demonstrate results and impact achieved with high coverage.

Specific Tasks:

To provide technical assistance and build local capacity for iSCL management for the polio outbreak response nation-wide, following will be the specific tasks:

· Provide technical support to the National Immunisation Programme, the Area Medical Store (AMS), the Health Facility Standard Branch (HFSB) of NDOH and the Provincial Health Authority (PHA) to assess the cold chain and logistics support required for the SIA;

· Assist the Immunisation Specialist to develop detailed iSCL implementation plan with a monitoring framework to ensure quality implementation of SIA and that the planned SIA results are achieved;

· Assist the Immunisation Specialist in managing the procurement and distribution of vaccines as well as monitoring of functionality of cold chain and logistics (cold box, vaccine carrier, ice packs, fridges) in the nine high-risk provinces;

· Assist in monitoring vaccine arrival at national level and in country distribution to the all provinces at provincial and district delivery points; including monitoring of the distribution of vaccines and related accessories from Provincial Vaccine Stores (PVS) to District Vaccines Stores (DVS) and the vaccines availability at health facilities for SIA;

· Work with WHO to conduct the training/orientation of the provincial/district/health facility staff on cold chain and vaccine management (cold chain recommendation, VVM, disposal etc.);

· Monitor regular vaccine expenditure and accounting during the SIA;

· Monitor vaccine wastage and forecast any shortage in the campaign area;

· Assist in engaging with key stakeholders including NDOH, PHA, WHO, national or international NGOs, other existing partners, and donors in the above-mentioned activities;

Perform other duties as will be assigned within the scope of these work.

Expected deliverables;

The Polio iSCL Consultant will work closely with NDOH, WHO and other partners to achieve the following deliverables:

· A detailed iSCL plan for the implementation of the integrated SIA with monitoring framework developed by end of August 2018;

· An interim status report on the implementation of iSCL management on the SIA with achievements and progresses, weaknesses and strengths; and implementation challenges with proposed remedial measures for improvements by 30 Sept 2018;

· A final report on the Consultant support by mid-Nov.

Reports to:

The consultant will report to the UNICEF Immunization Specialist based in Port Moresby.

Minimum Qualifications and Requirements;

· University degree in one of the disciplines relevant to the following areas: Engineering, Supply Chain Management, Social Sciences, Medicine, Health Sciences, Public Health, Nursing, International Development, or a field relevant to technical assistance in immunization Supply Chain and Logistics (iSCL) management.

· A minimum of 5 years of professional experience in immunisation supply chain, cold chain, logistics planning and management at the national or international level preferably in a developing country is required.

· Relevant experience in immunisation program/polio supplementary immunization activities/project development and management in any UN system agency or organization is an asset.

· Experience of working in an emergency setting is required.

· Ability to work in most extreme hardships.

· Ability to work independently and to meet deadlines.

· Ability to write clear and concise reports in English.

· Demonstrated ability to effectively work and communicate in a multicultural environment.

· Computer literacy with high ability to use excel spread sheets.

· Completed training on Basic and Advanced Security in the Field.

General Conditions:

· The consultant will be responsible to bring all necessary laptop and computer accessories.

· Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

· Local transport costs and any other costs related to this work will be covered by UNICEF and will not be included as part of the consultancy fees.

· Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance.

· Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

· No contract may commence unless the contract is signed by both UNICEF and the consultant.

· Consultant will be required to sign the Health statement for consultants/ individual contractor prior to taking up the assignment, and to document that she/ he has appropriate health insurance.

· The Form 'Designation, change or revocation of beneficiary must be completed by the consultant upon reporting, at the HR Section.

· As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

· The candidate selected will be governed by and subject to UNICEF's General Terms and Conditions for individual contracts.

Risks:

The likely risk for the consultancy relate to failure to complete all the tasks defined within the timelines stipulated. To mitigate against the risks, before commencement of the work, the consultant will submit a work plan on how he or she intent to carry out the work. This will be discussed and agreed with all possible challenges likely to be faced identified and addressed.
