Tenders are invited for Mexico: Consultancy for the Preparation of a Strategic Document on Child and Adolescent Poverty 2008-2018.

Context

Knowing the situation in which the population in Mexico lives, particularly that which lives in conditions of poverty and vulnerability, is a fundamental input for decision makers and those who formulate public policies in the country.

For this reason, the National Council for the Evaluation of Social Development Policy (CONEVAL), an institution responsible for the multidimensional measurement of poverty in Mexico, and the United Nations Children`s Fund in Mexico (UNICEF) since 2009 have worked jointly in different inputs that have made visible the particular situation of childhood and adolescence in the country in contexts of poverty.

The proposed document must contain the following information:

Description of the main trends in the situation of poverty that are presented for children and adolescents in Mexico from 2008 to 2018.
Analysis of the factors that contribute to the poverty of the population aged 0 to 17 in order to make pertinent public policy recommendations to address these problems.
Presentation of the main social deprivations that have a greater impact on children and adolescents in Mexico.
Disaggregated analysis of multidimensional poverty based on measurements at the municipal level 2010 and 2015, describing the particular characteristics of the incidence of poverty and social deprivations according to different variables of interest such as the size of the locality studied (for example studying the situation of poverty at the state level in rural and urban areas), indigenous municipalities, metropolitan areas, etc.

Profile Required

Education: Postgraduate Studies in Social / Economic Sciences and / or Public Policies.
Experience: More than 5 years of experience in the analysis and preparation of documents on socio-economic statistics, poverty and social policies, in Mexico and the LAC region.
Specific knowledge: Knowledge on poverty measurement methodologies, specifically the CONEVAL multidimensional poverty measurement methodology and:
Participation in at least two studies with objectives and characteristics similar to the present investigation.
Database management and ability to obtain reliable statistical estimates.
Demonstrated ability to write in Spanish and summarize issues related to poverty.
Knowledge about the approach to human rights and children, as well as UNICEF`s work in Mexico will be considered a plus.

Evaluation of the proposals:

UNICEF will evaluate technical and economic proposals based on the following elements:

The technical proposal will have a value of 70% and the economic one of 30%. The assessment for the technical proposal will be as follows:

General quality of the technical proposal, especially the clarity of the work plan submitted, the way in which the activities, bibliographic sources and methodology proposed will be addressed, the schedule and the domain of multidimensional poverty issues relevant to Mexico (40%) .
Quality of the consultant`s curriculum, specifically the experience in the analysis of multidimensional poverty in Mexico (15%).
Quality of the consultant`s curriculum, specifically demonstrated experience in the development of research and / or studies and in the formulation of public policy recommendations (15%).
In the evaluation phase of the proposals, UNICEF will be able to convene the participants in order to clarify doubts that allow for more elements to be assessed. Bidders must obtain a minimum of 49% in the technical proposal for their economic proposal to be valid.
