The United Nations Children-s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultant for Short Term Technical Assistance for Mid Term Review of the National Plan Action for Nutrition (NPAN) 2016-2020. This assignment is to provide technical support to the National Nutrition Committee Secretariat to consolidate sectoral inputs to the mid-term review of the NPAN 2016-2020. This is a full-time consultancy for 20 working days for which the Consultant will be provided with an office space within UNICEF Lao PDR based in Vientiane. The Consultant is expected to undertake some domestic travel within the country.

Duties and responsibilities:

Taking a consultative, participatory approach with leadership from the NNC Sec, SUN Focal Point, relevant stakeholders and development partners, the consultant will undertake relevant tasks to produce the following deliverables:

1. Detailed methodology and workplan

2. Inception workshop with key stakeholders

3. Review of sectoral reviews and analysis of relevant materials and data

4. Interviews with selected stakeholders at national level

5. Stakeholder interview report and table of contents for the main report. The report contents should include but not be limited to:

a. Key findings and lessons on scope, relevance, efficiency, effectiveness, sustainability and impact (including dimensions of equity and gender) of NPAN, systematically identified and analyzed

b. Documentation of emerging good practices from ongoing implementation of NPAN at all levels

c. Bottleneck analysis of the NPAN

d. The level and scope of implementation as well as facilitating factors and barriers to effective and efficient implementation of planned interventions

6. Draft report, with clear recommendations pertaining to:

a. Alignment of NPAN with global evidence and innovations that have proven to work, how to better prioritize the hard to reach and most vulnerable districts/villages and how to improve the coverage and quality of the NPAN interventions

b. Ways to strengthen integration of nutrition into relevant sector programmes and vice versa

c. The role of donors, UN, CSA and the private sector in the implementation of NPAN and how multi-sectoral coordination could be improved

d. Ways in which NPAN can systematically address the human resource and capacity building gaps especially at the national and sub-national levels in the short, medium and long term

e. Ways the NPAN can be better implemented at sub-national levels

f. Potential re-prioritization of provinces and districts based on new LSIS2 2017 data

g. Ways in which NPAN financing needs and prospects can be better planned, coordinated and tracked in a multi-sectoral environment at the national and sub-national level

7. Validation of the findings and draft report

8. Finalisation of the report including way forward, looking beyond 2020

9. Dissemination of the report at national and sub-national levels.

To qualify as an advocate for every child you will have…

· An advanced degree or equivalent in Social Sciences, Nutrition, Public Health Nutrition, Public Policy, Program Evaluation, Public Health or any other related field(s). Advanced degree in nutrition will be an advantage.

· At least 8 years of professional work experience at government level and/or professional experience working in large national and/or international institutions in policy analysis, planning, coordination, development, evaluation and system innovation in developing context.

· Proven experience in developing and reviewing national nutrition strategies in East Asia and in improving the health system-beneficiary interface and community-based nutrition in national scaling up nutrition initiative to eliminate stunting.
