BACKGROUND:

There is growing evidence that investing in the health, education and protection of a society-s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
Strategic office context:
Within the Middle East and North Africa Regional Office, the consultant reports to the Regional Chief of Human Resources and collaborate RO HRBPs, and with country office HR practitioners to provide guide and support managements on staff performance management, learning and career development.
OBJECTIVE:
Under the supervision of the Regional Chief of Human Resources and the learning and development regional focal point, the consultant will be responsible for developing innovation learning and training programmes and strategies that support performance Management, learning and career development. S/he will design and deliver curriculum and learning materials and manage all phases of learning/ training interventions. S/he contributes to the development of innovative staff development policies, Programmes/ activities, Training methods, materials and solutions, and effectively coordinates training initiatives throughout the region.
DESCRIPTION OF ASSIGNMENT:
1. A planner, identifying training and learning needs and preparing strategies to meet the needs;
2. An analyst, evaluating the effectiveness of the training programmes and gathering feedback from the trainees to constantly improve the service delivered;
3. A communicator, preparing and updating high quality training material and training reports.

§ Identify training and development needs of internal staff in 16 MENA Offices and MENA Regional Office by evaluating strengths and weaknesses and identify capacity development requirements.

REPORTING REQUIREMENTS:
Efficiency and Effectiveness of the consultant will have an impact on the capacity of the office to identify and address skills gaps, to streamline internal capacity building and monitor the return of learning and training investment.
Travel:
For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.
Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.
QUALIFICATION REQUIREMENTS:
Education:
An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.
Experience:
5 years of increasingly responsible professional experience in Learning and Development in an international organization and/or large corporation is required.
Experience in managing learning and training programmes or systems is required.
Language Requirements:
Fluency in English is required. Knowledge of French and/or Arabic is an asset.
