1. Justification In December 2014, the Government of the Bolivarian Republic of Venezuela, represented by the Ministry of People's Power of Planning, signed the Country Program Action Plan (CPAP) with the United Nations Children's Fund, UNICEF. by its acronym in English) that frames the contribution of UNICEF to Venezuela during the quinquennium 2015-2019.

Expected results The UNICEF Venezuela Office has a strategic note and recommendations for the development of its Communication for Development Strategy (C4D) in line with the global guidelines of UNICEF, the priorities 2018-2019 of the Office for the area of reference and the standard formats of the Office for the formulation of strategies.

3. Expected Products * 3.1.Plan and work schedule agreed with UNICEF Venezuela.3.2. Concept note for the UNICEF Venezuela C4D Strategy based on: 3.2.1. UNICEF global guidelines, including those related to the monitoring of activities and evaluation of their results; 3.2.2. programmatic priorities of the Office; and3.3.3. policies and plans of the Office for emergency preparedness; 3.6. Final report of the consultancy, which must contain: brief methodological synthesis, report of the activities and products delivered, general recommendations and guidance for next steps.

4. Responsibilities

4.1 Responsibilities of the consultant: 4.1.1.To deliver the expected products within the agreed times and with the quality required by UNICEF. 4.1.2.Not represent UNICEF with any person or institution. 4.2 Responsibilities of UNICEF: 4.2.1.Provide technical guidance on the work to be developed, as well as review and approve each final product; 4.2.2.Supply the contents and support necessary for the development of activities and products; 4.2.3. Exercising the institutional representation of UNICEF is exclusively the responsibility of authorized officials of UNICEF.

5. Supervision

The consultancy will be under the supervision of the Communication Specialist in close coordination with the Programs area.
