Background & Rationale

During the months of March to July, UNICEF will be undertaking several activities for which logistical support will be required:



1. Joint Monitoring Meeting for WASH and Immunization

During the first quarter each year, UNICEF and Government host a national WASH monitoring meeting. The general objectives are to:

§ Global update on the WASH/ Immunization initiatives

§ Review and validation of data value for the WASH/ Immunization Indicators for Belize

§ Highlight lesson learnt from WASH Experience in the fields

§ DRR response (zika/ measles)



2. SitAn- Chapter review meetings and Final validation meeting.

During the months of February and March, UNICEF will be conducting 5 Chapter Review session with various stakeholders. The objective is to have final draft by March.

Validation for SitAn is planned for May 2018. In this regard, a one-day meeting of key stakeholder will be conducted to facilitate the finalization of the final draft.



3. Parenting Planning Meeting

In Belize, parenting programs are provided by varying entities, such as, community-based organizations, governmental and non-governmental organizations, and educational institutions. However, information gathered from a National Parenting Conference held in 2013, highlighted the lack of coordination and harmonization as it relates to the concepts, skills, and dispositions incorporated within these parenting programs/sessions. The establishment of a Parenting Task Force was then commissioned to develop a strategic plan and coordinated approach to parenting support in Belize, considering the legal frameworks and policies that would impact the desired outcome.

In response to the varying needs of families and children, parenting education is an emergent professional area of expansion. In November 2018, a national Parenting Guide was launched. The purpose of the guide is to synchronize training for parents so as to strengthen the overall process and delivery of parenting initiatives in Belize to ensure that (1) key messages and strategies delivered captures the entire life cycle and development of children, (2) capacity building for parents is done in a standardize and harmonize manner, and in a way that it is relatable and adaptable to the uniqueness of the cultural and family situations in Belize. In this regard, the NCFC and the Parenting Task Force seeks the support of a suitably qualified consultant to the requisite services.



4. WASH Multi-sectoral Body

The WASH multi-sectoral body was developed from a Technical Working Group (TWG), which was convened in 2016 to address interventions in the schools and communities in Rural Belize. The TWG was formed after the MOH requested assistance from UNICEF in the development of a WASH proposal to complement the water systems in Belize Rural. The purpose of the WASH multi-sectoral body is for the enhancement of partnerships to promote the advancement, leveraging of resources, knowledge, and expertise in WASH.

The WASH multi-sectoral body will support the coordination, implementation, and monitoring of WASH initiatives in schools and communities to strengthen the development of Belize by 2021. The strategic planning workshop conducted on 9- 10 January supported the drafting of a Theory of Change for the work in WASH, incorporating the recommendations from the MHM study with a view to develop o a multi-sectoral annual action plan and

A second workshop to take place in 27-28 February 2019



5. CHW Training

A meeting of CHW will be held in February to support the delivery of the community outreach for the Probitas Project and follow-up action for the training in Pre-Natal Care.

By training our CHWs they will be prepared to address preventable challenges in pregnancy, in part by promoting an understanding and buy in to the benefits of Pre-Natal Care such as:

• Identify, prevent and monitor common pregnancy related problems

• Recommend and promote regular check-ups - physical and diagnostic support such as laboratory tests

• Promote healthy lifestyles

• Benefits to the mother and child of prenatal care

• Prepares the mother for the care of the child

A clear understanding that a well mother and baby checkup requires physical exams and diagnostic support, inclusive of laboratory tests, for a safe pre, trans and post-delivery periods is being sought.

6. MMAP project

MMAP (Measurement of Mental health among Adolescents at the Population level) is a tool for data collection for adolescent mental health. It measures prevalence and burden of mental ill-health among adolescents aged 10-19 at the population level om Belize.

§ A one-day focus group discussion: Focus group discussions will be conducted with four groups of adolescents. This process will help in refining the tools by getting feedback from adolescents.

§ A three-day training will be held in Belize city to train data collectors on the diagnostic interview and the diagnostic tool.

§ A one-day validation meeting will validate diagnostic tool by trained counselor or mental health worker

§ A one-day study launch meeting will disseminate the results and key messages



7. Helping Adolescents Thrive (HAT)

UNICEF Belize will support the development of guidelines on mental health promotion and preventive interventions for adolescents through Helping Adolescents Thrive (HAT) programme. The HAT will also contribute to a package addressing inter-personal violence, mental health, substance abuse, SRH as well as identified local priorities through promoting inter-personal skills, emotional regulation, problem solving and stress management.

§ A one-day youth focus group discussion will be held in April to get a better understanding of the views and concerns youth have related to the intervention package (e.g. delivery platforms, parent involvement etc.).



8. Adolescent health strategic plan launch event

UNICEF has been supporting Ministry of Health on the development of the Adolescent Health Strategic Plan. The strategic plan will be launch with participation of key stakeholders and adolescents from all districts of Belize.



9. Adolescent health norms and standards trainingUNICEF Belize and partners have been supporting the Ministry of Health in defining norms and standards of care for adolescents using the global guidance on quality standards. The norms and standards will be used to pilot the delivery of routine adolescent health check-ups. Three-day training will be conducted to train healthcare workers and health facility managers on norms and standards for adolescent-friendly health services in Belize.

Consultant will work closely with the UNICEF M&E Specialist, ECD Education Officer and the Health Consultant.
