The Government of Belize has received financing from the Inter-American Development Bank (IDB), toward the cost of the Climate Vulnerability Reduction Program, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the development of reef health and coastal dynamic monitoring programs for the proposed Goff-s Caye Protected Area in Belize which is managed by the Coastal Zone Management Authority and Institute (CZMAI). It is intended for the programs to be designed with capabilities to generate primary data for input into a decision support system to be managed by the CZMAI, and to be of sufficient quality and resolution useful to planners, engineers, government decision makers and international donors. The Consultancy-s specific objectives are organized into two components.
Component 1 - to develop a reef health monitoring programme for the CZMAI including protocols for the collection of raw data on coral reef ecological, spatial and condition/status parameters.
Component 2- to develop a basic coastal dynamics monitoring programme for the CZMAI including the collection of raw data on winds, waves, bathymetry and topography.
For each component, the consultant shall provide appropriate training, inclusive of relevant manuals and guidance, to enable CZMAI staff to collect primary data and manage the monitoring programmes independently.
The Ministry of Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience as follows:
An in-depth knowledge of coral reef ecology in Caribbean shallow marine ecosystems, specific experience working in Belize would be considered an asset.
Extensive experience in dive facilitated coral monitoring and implementing associated safety standards.
At least 5 years- experience with marine field conditions and a variety of coral reef monitoring methods. Demonstrated experience installing and using a variety of primary data collection tools for coral reef.
Extensive experience in data collection methods and tools for wind, wave, bathymetric and topographic coastal dynamics monitoring.
Experience installing and calibrating wind and wave data equipment.
In depth knowledge of how ecological information can be packaged into useful formats for decision makers and protected area managers.
Demonstrated experience developing primary data bases to support decision making.
Furthermore, the Firm-s project team must include, but not be necessarily limited to, the following personnel:
1. Team Leader: Marine Protected Area Expert with at least eight (8) years- experience developing and implementing marine biology and coastal dynamics assessments. Experience in Belize and/or the Caribbean region is considered an asset. The successful candidate must have, at minimum, an MSc degree in marine biology, coastal science or a related topic.
2. Coral Reef Specialist: At least five (5) years- experience in coral reef research and a BSc. Marine Biology with a specialization in coral reef research and dive-facilitated data collection methodologies. Experience in Belize and/or the Caribbean region is considered an asset.
3. Coastal Engineer: At least five (5) years developing and implementing coastal baseline data gathering, monitoring and modelling programmes and a BSc. Coastal Engineering specializing in coastal dynamics. The successful candidate must be experienced in the installation and calibration of coastal dynamics (wind, wave, bathymetry and topography) monitoring tools and equipment. Experience in Belize and/or the Caribbean region is considered an asset.
4. PADI Expert: Master Scuba Diver (MSD) certification mandatory. The successful candidate must be licensed to train and issue Scuba Diver certificates. Experience in Belize and/or the Caribbean region is considered an asset. The successful candidate must have at least five (5) years documented experience facilitating the training of persons to conduct dive-based biodiversity assessments and installation of coastal and marine monitoring tools.
Consulting firms will be selected in accordance with the procedures set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN2350-9 under the Procurement Method Quality and Cost Based Selection (QCBS).
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Any firm wishing to express interest must be firm must be legally constituted or incorporated under the laws of a member country of the Bank.
