I.1. Presentation of Handicap International Federation
Handicap International (HI) is an international non-governmental, non-denominational, non-political, non-profit association. Since its creation in 1982, the organization has implemented development programs in nearly 60 countries, and is involved in many emergencies. Working alongside people with disabilities and vulnerable populations, it acts and testifies, to meet their basic needs, to improve their living conditions and to promote respect for their dignity and fundamental rights.
Mission and values
The association intervenes in all contexts alongside people with disabilities and vulnerability, to provide assistance and support in their autonomy. The aid deployed by the association is based on a global and inclusive approach that considers people with disabilities in their social, economic and cultural environment. In other words, it is about enabling people with disabilities to live with dignity through equal access to care, but also to work and leisure. The programs and advocacy actions of the association are part of a process of satisfaction of Human Rights, which bases the principles of dignity, participation, non-discrimination and proximity to devices that meet the needs of the people.
Mode of intervention
In both crisis and development contexts, HI places people with disabilities at the heart of its intervention strategy, with the utmost care that accompanied populations become progressively involved in their own development. To do this, whenever possible, the association builds on existing networks in countries (self-help or disabled people's associations, regional or governmental bodies) and provides support to strengthen their capacities. intervention.
I.2. The Togo-Benin International Handicap Program
HI intervened in Togo and Benin respectively in 1997 and 1999. Two separate programs, both of which were involved in the rehabilitation sector (one of HI's core businesses), were created, along with a project to support civil society or "promotion of associative dynamics". The first actions of the Benin Program did not really start until September 1999. The associative support was started but quickly stopped. In 2003, due to difficulties in securing funding for activities, the program in Benin was closed.
An HI office was reopened in Benin (Cotonou) in 2010 following a request from the Ministry of Family and National Solidarity and became part of the Togo Benin program under the direction of the main office. based in Lomé. Since then, many activities have been developed in Benin covering new themes: lymphatic filariasis, promoting the rights of people with disabilities, road safety and inclusive local development.
The themes as well as the activities developed within the program are in full swing and reflect the evolution of the Federation and its intervention strategy.
The HI Togo-Benin program adopted a new operational strategy in 2014, the general objective of which is to "Engage with stakeholders in Togo and Benin to reduce inequalities in order to improve living conditions. vulnerable people, and in particular persons with disabilities, for the development of an inclusive society ". This strategy is broken down into three essential axes:

II- PRESENTATION OF THE PROJECT
II.1. Project description
[1] On January 24, 2018, the global network Handicap International became Humanity & Inclusion.

This network is made up of a Federation that implements our programs in about 60 countries and 8 National Associations.

These programs or National Associations are called "Handicap International" or "Humanity & Inclusion" depending on the country.
Project title :
Improving access to employment for young people with disabilities in Benin and in particular in the Atlantic and coastal departments

II.2. Objectives and expected results of the project
Overall Objective (s): To improve the economic and professional integration of people with disabilities in Benin
Specific objective (s): Promote the decent employment of young people with disabilities (JSH) through the support and reinforcement of people, public actors, employability services and companies
Expected results :
Result 1: Employment actors develop an environment conducive to the professional integration of young women and men with disabilities (JSH)
Result 2: The support system for employment / self-employment and training is reinforced for better support of JSH
Result 3: Pilot companies recruit and integrate young women and men with disabilities into employment and improve their inclusive policies.
II- Presentation of the mission:
Title : Diagnosis Inclusion and Accessibility of the ANPE

III.1. Context of the mission
Since January 2018, Handicap International has started the professional integration project for young people with disabilities (JSH) in Benin and more specifically in the Atlantic and Littoral departments. This project is co-financed by the French Development Agency (AFD) and the Belgian Development Cooperation (DGD). For a better knowledge of the situation of young people with disabilities in socio-economic terms, a participatory diagnosis on access to JSH employment was carried out from April to June 2018 with the involvement of various actors in charge of the professional integration and the support of the JSH. The results of this diagnosis revealed the following realities in terms of access to employment for young people with disabilities in connection with the services in charge of employment:
· support structures for professional integration are not always accessible from a geographical, informational point of view and in terms of the services and services they provide, particularly to JSHs;
· the offer of support services to employment exists and is very varied for integration and vocational training. If the offer of service insertion proposed by the ANPE, the FNPEEJ, vocational training centers by apprenticeship, etc. is deemed to be public, structures do not always have sufficient control of the legal framework on the protection and rights of persons with disabilities in Benin or knowledge of disability. They are not equipped to welcome young disabled people and provide them with an offer adapted to their needs;
· the qualitative assessment of vocational integration services shows that, overall, the young people surveyed find that ANPE counselors are not trained in disability and not sufficiently equipped to support them in employment by taking into account their disability and to promote their abilities and skills. potential to companies;
· support services for professional integration are not sufficiently present and visible in neighborhoods and there is no multi-actor platform for synergy in support for more communication between CPS / OPH / ANPE / FNPEEJ etc. in favor of JSH;
