Tenders are invited for Consultancy for the Development of National Capacities for the Protection of Migrant Children.

OBJECTIVE OF THE CONSULTANCY

Strengthen the capacity of the specialized institutions of the State of Honduras to protect Honduran children and adolescents on their migratory route.

III. FUNCTIONS AND / OR MAIN RESPONSIBILITIES

· Facilitate the consultative process of revision of the "Protocol for the Protection, Repatriation, Reception and Monitoring of Migrant Children", which includes a clear definition of roles, competences and responsibilities of the actors and entities, with flowcharts and formats, of each stage of the process, and specific guidelines for proper communication of your case to migrant children and adolescents. (12 weeks)

· Identify gaps in the national legal framework for the protection of children during the migratory cycle, with respect to international standards, and elaborate proposals for reforms (2 weeks)

· Develop a tool for determining the best interests of the child (2 weeks)

· Preparation of a binational protocol between Honduras and Guatemala for the protection of Honduran migrant children and adolescents in Guatemalan territory, leaving only children and adolescents involved in a crime or victims to be prosecuted. (4 weeks)

· Train the network of Honduran consulates, immigration authorities at Honduran borders, and personnel from migrant reception centers, for the full application of the updated Protocol. (10 weeks)

· Facilitate consultative processes with returned migrant adolescents, DINAF and SRECI for the elaboration of a friendly version of the Protocol, with relevant information for migrant children at each stage of the migratory journey. (4 weeks).

IV. EXPECTED PRODUCTS

· Analysis of regulatory gaps in the national legal framework for the protection of children during the migratory cycle, and proposals for reforms.

· "Protocol for the Protection, Repatriation, Reception and Monitoring of Migrant Children" updated.

· Tool for determining the best interests of the child in migratory processes.

· Friendly version of the "Protocol for the Protection, Repatriation, Reception and Monitoring of Migrant Children".

· Bi-national protocol between Honduras and Guatemala for the protection of Honduran migrant children and adolescents in Guatemalan territory.

· Nine training workshops for the application of the updated Protocol to:

to. Central authorities of the key institutions (DINAF, SRECI, National Migration Institute, Migration Task Force) (1);

b. Network of Honduran consulates in Guatemala, Mexico and the USA (1)

c. Migratory authorities in the Honduran borders and Regional Offices of the DINAF in; Corinth (1), Hot Water (1), Flowery (1), Hands (1) and in the Amatillo (1);

d. Belén Center staff for families and returned migrant children (1);

and. Staff of the Municipal Units for Attention to the Return (UMAR) (1).

V. REQUIRED PROFILE

· Training:

· Social Sciences or Legal Sciences Professional

· Expert in children's rights

· Experience:

· National and international in human rights with a focus on childhood

· National and international protection of the rights of migrant children

· Competencies

· Ability to search for information, classification, synthesis and creative organization of the same, for the production of requested materials

· Ability to work as a team and collaboratively with other partners.

· Organization, responsibility and commitment in the delivery of products, in time and quality .

SAW. SELECTION CRITERIA

The selection of the consultant / consultant will be based on the following aspects and weights

· Technical proposal: 70%

· The economic offer 30%

VII. DURATION AND ESTIMATED DATES OF THE CONTRACT

8 months from the signing of the contract.

VIII. SPECIAL INSTRUCTIONS

to. Place of development of the Consultancy:

The consultancy will be developed in Tegucigalpa, with trips to areas affected by the migration of children and their families, according to the approved work plan.

b.Visits to the field:

All mobilization costs (lodging, food, transfers and other associated expenses) to the different areas of the country must be included in the costs of the financial proposal

c. Insurance:

The consultant will acquire its own insurance policies to support medical expenses and / or personal accidents that cover these eventualities for the duration of this contract. UNICEF does not assume responsibility for any accident that the consultant may suffer, since this contract does not involve employer relationship of any kind.

d. Delivery of products and reports:

The consultant will deliver the products and reports agreed by electronic means, in Spanish language and to satisfaction of the supervision of this consultancy. The expenses of issuance and delivery of these products / reports will be borne by the consultant.

and. Reservation of property rights:

All documents, materials or products of this consultancy are property of UNICEF and may not be used by third parties without their authorization.

IX. FEES AND FORM OF PAYMENT

The payment will be made according to the chronogram presented in the economic offer; upon delivery of the invoice and with written acceptance of the products agreed upon to the satisfaction of the contract supervisor.

Terms:

· The first payment must not be greater than 20% against delivery of the number one product.

· The last payment can not be less than 20% against delivery of final product
