Tenders are invited for Haiti: Consultancy Coordinator / Rice Meal Support for the Deployment of the Strategy Meal Haiti from 29/08/2019 to 05/10/2019.

This solicitation of expression of interest is open to all eligible consultants in accordance with the SOLIDARITES INTERNATIONAL recruitment procedures.

The purpose of this consultation is to determine:

MISSION

Purpose / purpose:

Main objective: Support the Haiti mission for the implementation of the MEAL strategy

Specific objectives :

- An MEAL plan is developed / updated for each project

- Existing tools are listed and / or new tools are proposed

- MEAL trainings are proposed for the staff working on the projects and having responsibilities MEAL and the corresponding educational contents developed

- A system of accountability / complaint management mechanism specific to our mission and specified by project is developed

- The MEAL organization chart on the mission is finalized and validated

- The coordination / relations between the programs and the MEAL is specified (diagram of com, responsibilities, etc.)

- Definition of SMART objectives of the position of MEAL manager at 6 months in close collaboration with the Program Coordinator.

POSITION DESCRIPTION
List of main activities:

The MEAL coordinator will work in close collaboration with the newly recruited MEAL manager on the mission as well as with program coordination (program coordinator and program coordinator assistant), and will have to implement the following activities (non-exhaustive list to be adapted according to identified needs and priorities) together with the MEAL manager:

- Check which tools are currently in place for monitoring and evaluation within the programs

- Propose and implement new monitoring tools / improved tools

- Establishment of an MEAL plan for each project in progress and for new projects and takes into account existing MEAL mechanisms and responsibilities within the framework of ongoing consortia (definition of roles and specific activities in this case, harmonization tools, approaches and strategies with partners).

- Identify the capacity building needs of the MEAL staff (MEAL manager, MEAL officer, data managers, program staff involved) of the PAP and ADH database

- Do a training on the general concepts MEAL to the CT and RP in the bases

- Organize and facilitate training on MEAL tools - preparation of surveys, analysis and presentation of data, etc., according to identified capacity building needs. If time does not allow, at least, offer training and educational content so that the animation of these trainings is carried out by the MEAL manager teams.

- Develop a complaints / accountability mechanism for the Haiti mission, adapted to each project

CONDITIONS

The consultant will be recruited by SOLIDARITES INTERNATIONAL for a period of 35 days from 29/08/2019 to 05/10/2019 and will work under the direct supervision of Country Director SI HAITI.
