                                Tenders are invited for Consultancy to Conduct in-Depth Case Study of Cahw Programmes in Cambodia
AVSF. in collaboration with relevant authorities, has identified 3 VAHW models that can be considered as the most commonly
implemented / the most representative VAHW models in Cambodia. The purpose of this consultancy is to assess these VAHW
models using an in-depth case study approach. This includes collecting field data (consolidated with interviews with key
informants), analysing this data to assess the sustainability of these models and finally providing
recommendations on how to improve the sustainability of VAHW services in Cambodia.
A VAHW model can be defined as a specific approach in terms of training, modalities of supervision, access to veterinary inputs, 
business model. For example, depending on countries or even programmes, VAHWs can be working
under the supervision of a project staff, a veterinary paraprofessional, or a veterinarian, either from public or private sector. They
can also receive a stipend by the organisation that trained them, or apply a cost-recovery system, or work under the frame of a
VAHW association, etc.
Timeframe
The assignment is expected to be completed in about 60 working days of senior and/or junior researcher man day (not
necessarily consecutive), including:
• prior review of relevant literature, 
• preparation and briefing with the VSF team (on the methodology, tools, analysis plan, etc.)
• prior orientation of translators if any, 
• pre-testing of the tools
• data collection:
• field visits (including interviews and observational visits/spot checks), 
• complementary interviews with key stakeholders at central level, 
•	data processing and analysis
•	participation to the final stakeholder workshop (presentation)
• production of the final deliverables (within 2 weeks following the final workshop)
