Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

NAME: Business development training

TITLE: Consultancy

?1. BACKGROUND**

NRC currently implements a livelihoods program in Ramadi with the funding support of the EUTF, as part of the of the CCI working to increase confidence of conflict-affected households in their economic future and the economic and social stability. As part of this programme, a key strategic objective is to ensure that the target population is economically resilient and has improved ability to secure livelihoods in the medium/long term. This will be achieved through market-based solutions to strengthen the employability of conflict-affected individuals, identify potential opportunities and placement arrangements to apply these skills, support the incubation and scale-up of MSMEs, and facilitate their access to financial and technical resources.

In light to this, NRC would like to seek the services of a consultant or consultancy firm to provide Business development and Soft Skills training directly to the beneficiaries of this project. The training will target 200 youth, men and women of this project in Ramadi to enable them build their knowledge and skills in Business development, personal skills, and be equipped with skills to start their own businesses or expand their existing businesses.

2. OBJECTIVES

The main objectives for the consultancy

To build beneficiaries- skills and knowledge on business plan development and market research.
To enable the trainees gain knowledge on starting and management of MSME/business.
To gain knowledge and skills on bookkeeping and accounting.

Enhance beneficiaries- soft skills to effectively manage their businesses.


3. PROGRESS PLAN?

Design and prepare the training schedule for the training of 200 beneficiaries. It-s recommended to consider a group size between 20 to 30 beneficiaries for effectiveness of the training.
Develop a standard template for business plan development and obtain NRC approval for the template
Develop an objective scoring system for evaluating business proposals.
Prepare pre and post training tests and make sure that the tests are completed by all trainees before and after the training
Prepare training evaluation forms/questionnaires to evaluate the success of the training). The forms will need to be approved by NRC
Prepare training materials/guide, which should cover the topics mentioned in section 4 above (scope of work).

Make available LCD, stationery, posters, banners for the training

Organise the training venues identified by NRC in the arrangement suitable for the training

Deliver business development training to 200 selected beneficiaries organised into groups of 25 members per group (8 groups to be created out of the 200 beneficiaries). Minimum of 4 trainers are expected to deliver this training. The training will be 4 hours per day.

4. ADDITIONAL INFORMATION

4.1. Scope of the Work:

In order to achieve the above stated objectives, the consultant or the consultancy organization shall prepare a detailed agenda of the training, training manual and PowerPoint presentation on the training topics listed below and submit to NRC at least one week before the commencement of the training. The trainings topics should focus on the topics listed below, however, any other relevant topics related to subject matter are appreciated.

4.2. Training Approaches and Methodology:

This training should follow the contemporary and interactive training provision style, which is based on ‘sharing- or ‘learning together- or acting as a ‘facilitator-, rather than the conventional approach of ‘giving- in a training situation. The role of a facilitator is to encourage participation without being judgmental and by listening with interest and empathy to help the trainees (participants) to tap into the reservoir of their own abilities gained through their experiences. The consultant is recommended to employ approaches of design sprint process in delivering this training to the beneficiaries, which will enable trainees or beneficiaries to conceptualize business ideas linked to solving community problems at medium scale. In addition, the training approach should focus more on practical aspects through groups exercises for each of the topics. Other training methods such as videos, scenarios/case studies and even stories about the subject matter should be incorporated. The practical part of the training should be given paramount importance to develop the skill of trainees on the training topics. It is advisable if energizers are incorporated in the training by the trainers in order to keep the mode of trainees and smooth flow of the training. Trainer should conduct pre and post training tests to evaluate the success of the training.

The consultant/consultancy firm should fulfill stationery for the training and various tools needed for the training such as LCD projector, laptop/computer, posters and other trainings aids.

4.3. Eligibility and Qualification Requirements:?

The major criteria to evaluate the firms/consultants who will submit bids for this solicitation will include the following:

The firm/trainer should have

History or general experience in business training/coaching at the grassroots level and should demonstrate previous experience in facilitating a design sprint process.
At least 4 years of experience in undertaking business skills training in the Middle East with either NGOs or any recognized entity.
Appreciation of similar assignment and the terms of referencz
Proven methodology to be used to execute the work/training
Work organization and plan/schedule of the work/training
Qualification and experience of the professionals who would be deployed to do the training (Good training delivering skills and very wide knowledge on the topics)
Good command of English and Arabic and ability to deliver the training in Arabic?

4.4. Application:

The interested consultant has to fully comply with the Terms of Reference and must contain a brief technical and a financial part.

Technical Part

Organization and methodology: in lines with the ToR
Description of the scope of services in accordance with the Terms of Reference including a clear curriculum with description of the session.
Program organization (structure and work schedule)
Key personnel as proposed by the consultant and provide CVs of the proposed personnel, including at least three (3) references for each CV and Cover letter from the lead consultant. The selected approaches and time schedule with special consideration of team assignment
Financial part

The price list is to be worked out and should contain the costs of personnel costs and any other materials to be provided by the consultant as stated in (4.2) above. Costs for unforeseen expenses should not be included in the calculation. The consultant should prepare a narrative budget or justification for each of the costs. NB: The cost of hiring a training hall, refreshment and/or lunch/stipend for participants/beneficiaries and printing handouts for beneficiaries will be catered for by NRC and should not be included among the costs by consultant.
