1. Context

Médecins du Monde - France (MdM) is an international solidarity association which has a mission to cure the most vulnerable populations who are living in situations of crisis and exclusion throughout France and the world.

Brief presentation of the project

The health information management system (HIMS) currently in place at Médecins du Monde (MdM) mission in Myanmar has now exceeded its technical and operational limits and now requires an in-depth global redesign based on contextual needs that will lead to a new HIMS to be put in place.

Initially designed to monitor the progress of expected results and activities (project monitoring) and, to a lesser extent, to monitor data at patient level along the cascade of care provided by the project (patient follow up), manifold dysfunctions have been added along with the project evolution, piling up throughout time on an more and more non-adapted tool. The limits of the current information system in place is compensated by an extra workload burden for MdM teams who struggle to guarantee to quality and accuracy of all data produced and published. In addition, we have now reached a point where MdM teams do not have any more the technical capacity to integrate/adapt the system to introduce new data to be collected in line with changes in programs strategy.

Last but not least, the information system currently in place or any replacement of it, needs to have latest and robust data security features introduced, so to cater to the emerging technological and legal requirements in relation to the data collected in Myanmar mission.

2. Objectives of the consultancy

Objective of the consultancy mission

The main objective of this consultancy is to undertake a comprehensive assessment of the information needs in Myanmar mission in order to propose operational package of solutions to redesign it and strengthen the HIMS in place. More specifically:

· Assess and document current Health information management system and identify failures / gaps / rooms of improvement at each levels (data collection, data flow, data management, data storage, data analysis, diffusion and sharing of results).

· List the mission needs in terms of information system and process for both patient case management and project monitoring purposes.

· Propose one or several technical solutions (including for each all technical specifications) that would enable the mission to put in place an health information management system that would be secured, be inclusive of all the reporting and data collection requirements by internal and external stakeholders, be technically adapted to the context in Kachin, be able to perform case management, and easily adaptable to integrate future needs.

· Explore the state of the art solutions (identifying potential ones from the market) and provide recommendations for Myanmar mission.
