TERMS OF REFERENCE
CONSULTANCY PASC website development
TEAM / PROGRAM PASC Regional Program. Save the Children Latin America and the Caribbean Regional Office.
LOCATION Peru / Panama
CONTEXT The Civil Society Strengthening Programme (PASC, for its acronym in Spanish) is a regional program working with key civil society actors to improve government compliance of child rights and to prevent violence against children through monitoring the child rights situation, advocating for change and developing successful models to be replicated and incorporated as public policy. The full guarantee of child rights is the co-responsibility of State and Society therefore the participation of children and their communities is a central premise to the program. By strengthening the capacity of children, communities and civil society to advocate for their rights and hold policy makers accountable we believe that governments can be encouraged to meet the commitments they have made to children. The programme is funded by the Swedish Government through Save the Children Sweden and focus on the following thematic areas: Child Protection Systems, Investment in Children, Elimination of Corporal Punishment and Protection of Children on the Move. To ensure sustainability the programme also includes a component of Organization Capacity Development of our civil society partners.
PURPOSE The selected consultant/company will develop the website for PASC program according program needs and meeting the corporate branding requirements in order to facilitate exchange of experiences and materials between the partners but also to reach a larger public with good practices, lesson learned and other substantive information.
SPECIFIC OBJECTIVES Develop a website for PASC program to:
· Promote Save the Children and partners work and help disseminate our achievements and results at a local, regional and global level.
· Highlight PASC main activities and actions to reach external key stakeholders.
· Strengthen Save the Children´s and partners tools to advocate effectively.
SPECIFIC ACTIVITIES
· The website should be developed in Spanish.
· The consultant will design the website and the structure and will receive the assets from Save the Children to create the content to feed the platform.
· Hosting service has to be hired directly by Save the Children, if the company provides the hosting service the provider has to be specified and the service provision agreement will be in a separate contract document.
· Website CMS has to be specified in the proposal (preferably WordPress) since it is Save the Children staff who will update the website and upload contents.
· The company must specify if technical support is provided and for how long.
· Website should be responsive.
· Website structure will be defined by Save the Children and should include, at least: Homepage with pictures slide, project title, partner logos, horizontal menu, links to social media accounts.
· The Horizontal menu should include, at least: Who we are (text and pictures and links to partners websites) What we do (text and pictures) Where we work (Text and a map) News and events (Articles and news related to the program) Gallery (pictures and videos library) Publications (documents library in pdf) Jobs (section to upload consultancies opportunities) Contact details (text)
· The consultant should provide samples of previous works that meet the required criteria.
· A delivery cronogram or timeline should be provided as part of the proposal.
· Once delivered, the website will be managed by the regional team at Save the Children Regional Office. Therefore, admin access and training sessions have to be provided for contents edition.
· The consultant/company focal point will coordinate with PASC program focal point website development progress and maintain a fluent communication through Skype calls and email exchange during the whole process.
· The consultant/focal point designed by the company for this work reports to the Regional Communications Specialist.
KEY DELIVERABLES
· Fully functional online website for PASC program with contents uploaded.
· Training session and tutorial document for uploading content on the website.
· Full access, passwords and codes for accessing the website.
QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
· At least 3 years of professional experience in similar works including corporate web design and development.
· Academic studies in graphic design, computer engineering or related fields.
· Advance skills of computer based design and use of required software.
· Provide at least three samples of latest work from different projects and institutions.
· Previous experience with NGOs will be an asset.
· Excellent oral and written abilities in Spanish or English Essential for the coordinator of this particular project.
· Knowledge of human rights issues (including child rights)
· Good organization and administrative skills
· Strong analytical and conceptual skills and the ability to think and plan strategically.
· Immediate availability
DESIRABLE
· Understands the steps for planning a project
· Demonstrates effective communication and interpersonal skills.
· Show understanding and knowledge of Save the Children corporate guidelines
· High level of knowledge of graphic designing
· Solid and hands-on practical experience on corporate web design and development
· High creative skills
