Tenders are invited for Construction of Water Supply and Public Sanitation Works in Sanamxay District, Attapeu Province.
1. The Lao People-s Democratic Republic has received financing from the Asian Development Bank toward the cost of the Water Supply and Sanitation Sector Project and intends to apply part of the proceeds toward payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Public Works and Transport through its Department of Water Supply invites sealed bids from eligible Bidders for the undertaking of water supply and public sanitation works in Sanamxay District, which includes:
(i) construction of a river intake with capacity 3, 400m3 /day
(ii) supply and laying 200m raw water transmission pipe
(iii) a new complete water treatment plant of capacity 3, 400m3/day with allowances for lamella technology and a pre-sedimentation tank, a sludge pumping well, and detention pond
(iv) construction of 650m3 clear water ground reservoir with high lift pumping station, elevated water reservoir of 550m3 at WTP
(v) supply and laying of 43.5 Km new distribution mains with HDPE (DN110-250), 121 Km new rider mains with HDPE DN63 within ten (10) core villages, and 2, 008 household connections
(vi) construction of two District Metering Areas (DMAs)
(vii) Build BNP office and storage
(viii) supply and install CCTV cameras system for monitoring
(ix) construction of access roads to intake area; and
(x) new construction of 19 public toilets.
3. International Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One-Envelope bidding procedure through electronic Government Procurement (e-GP) system and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications, should participate in the bidding:
• Participation in at least one (1) contract that has been successfully or substantially
completed within the last seven (7) years and that is similar to the proposed works,
and relevant experience includes works relating to irrigation and hydropower projects,
such as the construction of intake structures, installation of electro-mechanical
equipment, pipe laying and construction of other relevant civil works, such as water
tight structures, where the value of the Bidder-s participation exceeds US$ 2.70
million. The similarity of the Bidder-s participation shall be based on the physical size,
nature of works, complexity, methods, technology or other characteristics as
described in Section 6, Employer-s Requirements.
• Construction and commissioning of water treatment plant and supply system with a
minimum capacity of 2, 000m3
/day over the past seven (7) years.
• Access to liquid assets, unencumbered real assets, lines of credit, and other financial
means (independent of any contractual advance payment) sufficient to meet the
construction cash flow requirements at US$ 420, 000 for the contract net of the
Bidder`s other commitments. The figures used should be derived from audited
balance sheets years and income statements or other financial statements for the
last three (3) years, which shall form a part of the bid.
• The minimum average annual construction turnover within the last three years
should be not less than US$ 2.50 million.
• All pending litigation shall be treated as resolved against the Bidder and so shall in
total not represent more than 100 percent of the Bidder-s worth.

Documents

Bidding Documents during office hours (9:00 to 17:00 hours local time) at the address in
Vientiane given below.
6. A complete set of Bidding Documents in English may be purchased by interested eligible
Bidders upon the submission of a written application to the address below and upon
payment of a nonrefundable fee of US$ 150. The method of payment will be cash or
bank transfer. The document may also be sent by courier upon payment of US$ 400.
