INVITATION TO BID NO. 2018-29





The DPWH-QUEZON III DISTRICT ENGINEERING OFFICE, Catanauan, Quezon, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contracts:



1. Procurement ID/Contract ID: 18DM0107

Contract Name: Construction of Two(2)-Storey Four(4)-Classroom School Building at Patabog ES

Contract Location: Mulanay, Quezon

Brief Description: Complete construction of 2-Storey 4-Classroom School Building (with stairwell 5m width, steel casement window at rear portion with security grills for the front jalousie windows, fire protection system, overhead tank and cistern)

Approved Budget for the Contract (ABC): PhP 12, 288, 077.39

Amount of Bidding Documents: PhP 25, 000.00

Source of Funds: DepEd CY 2018 BEFF Batch 3

Contract Duration: 150 calendar days



The BAC of DPWH Quezon III DEO will be conducting the public bidding for these Contracts in accordance with RA 9184 and its Implementing Rules and Regulations (IRR).



To be eligible to bid for these Contracts, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small B (Up to P30M) (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC. *



The bid should be submitted by the Owner/Manager or Authorized Liaison Officer indicated in their CRC and will be opened in the presence of the bidder-s representatives who choose to attend at the address below. Bids received in excess of the ABC shall be automatically rejected at the opening of bid. Late bids shall not be accepted.



The DPWH will use non-discretionary -œpass/fail- criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

The BAC of Quezon III District Engineering Office, Catanauan, Quezon requires the bidders who passed the preliminary examination of the Technical and Financial Proposals to present Construction Safety and Health Program (CSHP) per D.O. 129 series of 2014, and Inclusion of Minimum Materials Testing Equipment per D.O. 11 series of 2017 during Post-Qualification. The BAC shall follow Section 34 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.

The DPWH-QUEZON III DISTRICT ENGINEERING OFFICE, Catanauan, Quezon reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR, likewise, assumes no obligation whatsoever to compensate or indemnify any bidder or winning bidders, as the case may be, for any expenses or loss that said party(ies) may incur in its/their participation in the pre-bidding and bidding process nor does it guarantee that an award will be made.
