The subject of procurement is not divided into groups because it represents a unique technical, technological, functional and other objectively determined whole. The whole represents a capital investment, and the technical complexity of the division into groups could potentially impair the successful execution of the contract in the case of the need to coordinate a number of different contractors. Therefore, the only acceptable solution for the client is to conclude a contract for the complete subject of procurement. Due to the above, the bidder is obliged to offer the subject of procurement in its entirety, that is, the offer must cover all items of the Bill of Costs.
