Invitation to Bid





The National Housing Authority (NHA), through the Corporate Budget approved by the NHA Board for the year 2018 intends to apply the sum of the Approved Budget for the Contracts (ABCs) to payments for the following contracts:

Work Description : Construction of District Office Building





Bids received in excess of the ABC shall be automatically rejected at bid opening.



The NHA now invites bids for the above-cited projects. Completion of the Works is required within the duration herein cited. Bidders should have completed a single contract similar to the Project costing at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents 5th Edition, particularly in Section II. Instructions to Bidders, and the corresponding Bid Data Sheet (BDS).



Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



A complete set of Bidding Documents shall be issued only to bidders/authorized employees of interested Contractors who can show proof of authority to secure bid documents for the specific project duly notarized and Official Company ID upon submission of a Letter of Intent (LOI), presentation of original PCAB License, Contract Agreement and Certificate of Completion/Acceptance for completed similar project/s and upon Cash Payment of non-refundable fee of a‚+/-12, 000.00 for Ref. No. 2018-070, a‚+/-11, 000.00 for Ref. Nos. 2018-071 and 2018-072 and a‚+/-9, 000.00 for Ref. Nos. 2018-073 and 2018-074 at the Office of the NHA-BAC1 Secretariat, 3rd Floor NHA Main Building, Diliman, Quezon City from 9:00 a.m. to 5:00 p.m. starting on August 7, 2018. The BAC1 Secretariat may be contacted at Tel/FAx No. 929-80-16.



The NHA will hold a Pre-bid Conference on August 15, 2018, at 9:00 a.m. at the NHA Operations Center, 3rd Floor NHA Main Building, Diliman, Quezon City, which shall be open to prospective bidders.



To facilitate the opening of bids, prospective bidders are requested to register with the NHA BAC1. Bidders are reminded that applications for registrations are processed on a -œFirst Come, First Serve- basis. The BAC1 will only process applications for registration for bidders with complete supporting documents. The registration forms may be downloaded at the NHA website at www.nha.gov.ph.



Bids must be delivered at the NHA Operations Center, 3rd Floor NHA Main Building, Diliman, Quezon City, not later than 9:00 a.m., August 28, 2018. Bid opening shall follow immediately at the same venue.



All Bids must be accompanied by a bid security in any of the acceptable forms and amount as stated in Bid Data Sheet (BDS). Bids will be opened in the presence of the Bidders- representatives who choose to attend at the stated address. Late bids shall not be accepted.



The NHA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award without thereby incurring any liability to the affected bidder/s.
