Construction of RCDG Bridge Maasin Creek (Phase II)

1. The Municipality of Esperanza, through the Municipal Fund intends to apply the sum of Two Million Four Hundred Ninety Seven Thousand Thirty Four and 99/100 Pesos (Php 2, 497, 034.99) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of RCDG Bridge Maasin Creek (Phase II) / Contract ID No. ESP-INFRA-18-2019 at Barangay Aguinaldo, Esperanza, Agusan del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Municipality of Esperanza, now invites bids for the project Construction of RCDG Bridge Maasin Creek (Phase II) at Barangay Aguinaldo, Agusan del Sur. Completion of the Works is required by 105 calendar days. Bidders should have completed a single contract similar to the contract to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



4. Interested bidders may obtain further information from the Bids and Awards Committee of the Municipality of Esperanza and inspect the Bidding Documents at the address given below from 8:30am to 4:30pm, Mondays to Fridays.



5. A complete set of Bidding Documents may be purchased by interested Bidders from August 6-August 28, 2019 from 8:30am to 4:30pm and on August 29, 2019 from 8:30am to 9:30am from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of Five Thousand Pesos (Php 5, 000.00).



It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.



6. The Municipality of Esperanza will hold a Pre-Bid Conference on August 15, 2019 at 10:00a.m. at the Bids & Awards Committee Office, Menro Office, Esperanza, Agusan del Sur which shall be open to prospective bidders.



7. Bids must be duly received by the BAC Secretariat at the address below on or before August 29, 2019 at 10:00a.m. at the Bids & Awards Committee Office, Menro Office, Esperanza, Agusan del Sur. All bids must be accompanied by a Bid Security in the form of Bid Securing Declaration or in Cash/Certified check or Bank Guarantee in the amount of Php 49, 940.70



Late bids shall not be accepted.



8. Bid opening shall be on August 29, 2019, 10:00 a.m. at the Bids & Awards Committee Office, Menro Office, Esperanza, Agusan del Sur. Bids will be opened in the presence of the Bidders representatives who choose to attend.



9. The Municipality of Esperanza reserves the right to accept or reject any bid, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
