Invitation to Bid



1. The Local Government Unit of Mangatarem, Pangasinan, through the Gender and Development Fund 2018 intends to apply the sum of ONE MILLION, FIVE HUNDRED THOUSAND PESOS (Php 1, 500, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Restrooms for PWD and LGBT at the Municipal Plaza, Mangatarem, Pangasinan. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Local Government Unit of Mangatarem, Pangasinan through its Bids and Awards Committee (BAC) invites sealed Bids from the eligible bidders for Construction of Restrooms for PWD and LGBT at the Municipal Plaza, Mangatarem, Pangasinan. Completion of the Works is required One Hundred Twenty (120) Calendar Days from the start of contract. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. Please refer to the www.gppb website for further details.



3. The Approved Budget for the Contract (ABC) of the following projects:

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-



5. Interested bidders may obtain further information from Local Government Unit of Mangatarem through its Bids and Awards Committee (BAC) and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. starting on May 21, 2018.



6. A complete set of Bidding Documents may be acquired by interested Bidders on May 21, 2018 from the address below and upon payments of a non-refundable amount of Five Thousand Pesos (Php 5, 000.00) to the Municipal Treasurer-s Office, Mangatarem, Pangasinan.



7. The Local Government Unit of Mangatarem, Pangasinan through its Bids and Awards Committee (BAC) will hold a Pre-Bid Conference open to all eligible bidders on May 29, 2018 at 11:30 AM at the following address:

8. Sealed Bids must be delivered to the address below on or before the bid opening date and time on June 13, 2018, (10:00 A.M.). All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on June 13, 2018, (10:00 A.M.). at Office of the Bids and Awards Committee, 3rd Floor, Municipal Hall, Mangatarem, Pangasinan. Late bids shall not be accepted.



9. The Local Government Unit of Mangatarem, Pangasinan through its Bids and Awards Committee (BAC) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder of bidders.
