The Department of Planning and National Development now invitessealed bids from eligible bidders for the Construction of the DenneryPolyclinic at Bois Jolie, Dennery which comprises: The construction of one (1) twostorey building and two(2) single storey buildings with a central concourse link and a guardhut includingelectrical, plumbing, air condition, communications, equipment installation andfire fighting Access and Exterior civil works include earthworks, excavationand filling works including rock excavation, asphaltic paved roads and car parkareas, concrete walkways and storm water drainage works, sewerage distribution, fencing and landscaping works and waste water disposal works and treatment plant. Approximate construction area in total 40, 000 sq ft(3, 800 m2 ) The time forcompletionof the works is eighteen (18) months from the commencement ofworks.Bidding will beconducted through the InternationalCompetitive Bidding (ICB) procedures as specified in the World Bank'sGuidelines:Procurement of Goods, Works and Non-Consulting Servicesunder IBRD Loans and IDA Creditsopen to all eligible bidders as defined in the ProcurementGuidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forththe World Bank's policy on conflict of interest. Qualificationsrequirements include: Minimum AverageAnnual Construction Turnover of United States five million dollars(US$5, 000, 000.00) calculated as total certified payments received forcontracts in progress or completed, within the last five (5) years. In case of JV, JV members should jointly meet therequirement, at least one partner must meet at least forty percent (40%) of therequirement, and all other partners must meet at least twenty five percent(25%) of the requirement; Financing:The Biddershall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credits, and other financial means, other than any contractual advance payments to meet: (i) the followingcash flow requirement: United States eighthundred thousandDollars (US$800, 000.00) for the subject contract net of the Bidder'sother commitments.The Bidder shall alsodemonstrate that it has adequate source of financing to meet thecash flowrequirements on works currently in progress and for future contractcommitments. In case of JV, JV members should jointlymeet the requirement, at least one partner must meet at least forty percent(40%) of the requirement, and each partner must meet at least twenty fivepercent (25%) of the requirement; General Construction Experience: Experienceunder construction contracts in the role of prime contractor, jointventure member, subcontractor, or management contractor for at least thelast five [5] years starting January 1, 2011 Specific Construction and ContractorManagement Experience: A minimum number of similar contractsthat have been satisfactorily and substantially completed as a primecontractor, joint venture member, management contractor, or subcontractor, between January 1, 2011 and the application submission deadline at least one (1) similar contract with aminimum value of United States four million(US$4, 000, 000.00). Constructionexperience in the following key activities successfully completed:Construction of a multi storey institutional building with a cast in placereinforced concrete structure of at least 40, 000 sq ft (3, 800 m2 )including electrical, plumbing and HVAC installation works and relatedcivil works (Earthworks including rock excavation, roads, pavements anddrainage works) sewerage system with treatment plant) or othercharacteristics as described in Section VI, Employer's Requirements.More details about allrequirements related to the qualification, eligibility, litigation history, andtechnical capabilities are specified in the Section III Evaluation andQualification Criteria of the Bidding Documents.
