NOTICE OF REQUEST FOR PROPOSALS

The City of Presidio, Texas (the “Owner”) requests proposals from qualified engineering firms to provide construction management services for the Water Systems Improvements Project (the “Project”). The Project will be constructed in the city of Presidio in the Big Bend region of Texas, roughly 200 miles southeast of El Paso, Texas, on the U.S.-Mexico border. The purpose of the Project is to improve sustainability by reducing pressure in the water distribution system, protect water quality by eliminating line breaks that can lead to contamination of the water supply, and to extend the distribution system to an unserved area.

The Project is being partially financed by the North American Development Bank (NADB), through its Border Environment Infrastructure Fund Program (BEIF) which is funded by the U.S. Environmental Protection Agency (EPA). Proposals for contracts to be financed with the proceeds of a NADB grant are open to firms from any eligible country. EPA-funded or assisted projects must comply with the Civil Rights Act, Equal Employment Opportunity requirements, and promote Small, Minority and Women-owned Businesses participation through EPA-s Disadvantaged Business Enterprise (DBE) Program.

The Construction Manager will act as the Owner-s representative to provide project management, coordination, facilitation, oversight, and monitoring services of the work during the bid and construction phases of the Project. The Owner is not obligated to act on the recommendations of the Construction Manager. The estimated duration of the requested services is 12 months.

The complete set of bid documents with detailed terms, requirements, scope of work, qualification criteria and design documents are available in common electronic formats by contacting the Owner-s purchasing agent via e-mail at the address indicated below.

Each Offeror shall submit separate Technical and Cost Proposals in accordance with the instructions provided by the Owner. No pricing data of any sort shall be included in the Technical Proposal. Proposals should be valid for sixty (60) days from the Proposal Due Date, during which time the personnel proposed for the assignment and the proposed price shall not change.

Technical Proposals will be evaluated and ranked in order of their point scores. The Cost Proposal from the highestscoring Offeror will be opened to form the basis for negotiation of a fair and reasonable price for services. All questions from Prospective Offerors shall be submitted in writing to the Owner-s Purchasing Agent indicated below on or before April 9, 2020. Responses to questions will be made in the form of Addenda to the bid documents, as needed, and will be made available in the same manner as the original bid documents.

PROPOSAL DUE DATE: Proposals are due on or before 5 p.m. Central Daylight Time on April 23, 2020.
