INVITATION TO BID



1. The Provincial Government of Aklan, through Supplemental Budget No. 1 CY 2019 (SEF) intends to apply the sum of Five Million Pesos Only (Php 5, 000, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Covered Court for Aklan National High School for Arts and Trades, Aklan National High School for Arts & Trades (AHNSAT), Brgy. Andagao, Kalibo, Aklan. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Provincial Government of Aklan now invites bids for the Furnishing of Materials, Labor and Equipment for the Construction of Covered Court for Aklan National High School for Arts and Trades, Aklan National High School for Arts & Trades (AHNSAT), Brgy. Andagao, Kalibo, Aklan with the following scope of works:

3.0 Reinforced Steel Bars

4.0 Formworks & Scaffoldings

5.0 Masonry Works

6.0 Roofing Works

7.0 Finishes

8.0 Plumbing Works

9.0 Electrical Works

10.0 Movable Basketball Hoop Pole

B. CONSTRUCTION HEALTH & SAFETY REQUIREMENTS



Completion of the works is required One Hundred Eighty (180) Calendar Days Calendar Days.



Bidders should have experience of having completed, at least one (1) contract that is similar to this project, equivalent to at least fifty percent (50%) of the ABC to be bid adjusted to current price using the National Statistic Office Consumer Price Index. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders



3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



4. Interested bidders may obtain further information from the Provincial Government of Aklan BAC Secretariat and inspect the bidding documents at the address given below during office hours from 9:00 AM to 4:00 PM.



5. A complete set of Bidding Documents and plans may be purchased by interested bidders December 12, 2019 to January 3, 2020 from the address below and upon payment of a non-refundable fee of Five Thousand Pesos Only (a‚+/-5, 000.00) payable to the Provincial Treasurer-s Office Cashier. Bidding documents maybe refunded in accordance with the guidelines based on the grounds provided for under Section 41 of the 2016 Revised IRR of R.A. 9184.





It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the Aklan Website (http://www.aklan.gov.ph) provided that bidders shall pay the bidding documents not later than the submission of their bids.

6. The Province of Aklan will hold a Pre-bid Conference on December 20, 2019, 2:00 P.M. at the BAC Room, Provincial General Services Office, Provincial Capitol Compound, Kalibo, Aklan, which shall be open to all interested parties.



7. Bids must be delivered to the address below on or before January 3, 2020, 2:00 P.M. at the BAC Office, PGSO, Provincial Capitol Compound, Kalibo, Aklan. All bids must be accompanied by a Bid Security in the form of Bid Securing Declaration or one (1) form from the list of acceptable forms in the bidding documents and in the amount required in the Bid Data Sheet.



8. Bids will be opened on January 3, 2020, 2:00 P.M. in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
