INVITATION TO BID



The Provincial Government of Camiguin through its Bids and Awards Committee (BAC) invites all interested and qualified contractors to apply for eligibility and to bid for the hereunder project:



Name of project : Construction of Cell 2 at the Camiguin Solid Waste Sanitary Landfill Management and Research Development Project (CS2MRDP)

Source of Fund : 20% DF 2018, 2017 & 2016

Contract Duration : 64 C.D.



Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œPASS/FAIL- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-. Bidders should have experience in undertaking a similar project, the value of which is at least equivalent to 50% of the Approved Budget for Contract (ABC) and completed within the last two (2) years.



All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-qualification and Award of Contract shall be governed by the pertinent provisions of RA. 9184 and its Implementing Rules and Regulations (IRR).

4.Pre-Bid Conference July 26, 2018 10:30 a.m.

5.Submission of Eligibility/Technical Documents and Bid Proposal August 7, 2018 Not later than 10:30 a.m.

6.Eligibility Screening/Opening of Bids August 7, 2018 11:00 a.m.

7.Bid Evaluation/Determination of LCB August 8-14, 2018 9:00 a.m. - 5:00 p.m.

8.Post Qualification Evaluation/Determination of LCRB August 15, 2018 10:30 a.m.

Above activities will be held at the BAC Office, Provincial Capitol, Mambajao, Camiguin.



A complete details and specifications of the items aforementioned are shown in the Philgeps and Bidding Documents. The Bidding Documents will be available to interested bidders upon payment of a non-refundable amount of TEN THOUSAND PESOS (PhP10, 000.00) per R.A.9184. The non-refundable fee for Bid Documents for every project shall be paid in cash and/or manager-s/cashier-s check issued by a reputable bank payable to the Provincial Treasurer of LGU- Camiguin. Only those who have purchased the Bidding Documents containing the complete details of the projects shall be entitled to attend the Pre-Bid Conference.



All Bids must be accompanied by a refundable Bid Bond in the amount specified in the Bidding Documents which may either be in the form of cash, cashier-s/manager-s check, bank guarantee/draft issued by a universal/commercial bank, or surety bond which must be accompanied by a certification from the Insurance Commission that the surety or insurance company is authorized to issue such security and must be received by the BAC within the scheduled date specified above. The Provincial Government of Camiguin assumes no responsibility whatsoever to compensate or indemnify bidders for any expense incurred in the preparation of their bids; reserves the power to reject any or all bids at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders; annuls the bidding process; waives any defect or informality of the bids; declares a failure of bidding or not to award the contract and accept the offer it deems most advantageous to the government.
