Tenders are invited for Construction of 220KV OHL Deir Amar - Deir Nbouh.
1. The Council for Development and Reconstruction (CDR), on behalf of the Ministry of Energy and Water (MEW) of the Republic of Lebanon, invites sealed bids from eligible bidders for the execution of the above mentioned Project.
2. The Government of Lebanon received a loan from the Arab Fund for Economic and Social Development (AFESD) and intends to apply a part of the proceeds of this loan to eligible payments under the Contract for which this bidding document is issued.
3. The project mainly consists of the construction of a 220 kV overhead transmission line between Deir Amar and Deir Nbouh Substations. This line shall be double circuit and double conductor.
The project covers survey, analysis, detailed design, removal and/or relocation of existing equipment where necessary, manufacturing of equipment and materials (steel for towers, conductors, insulators, splicing joints, warning plates and signals, night vision …etc.) factory testing, transport of equipment and materials to the site, civil works including temporary access roads, grounding system, installation of equipment and materials, testing and commissioning, guaranty of works, spare parts, clearance of defects over the Defects Liability Period up to the issue of the final taking-over certificate, as deemed necessary to complete the Works.
The successful Bidder shall complete the Works within the period of time as defined in the Tender Documents. ELECTRICITE DU LIBAN (EDL) and the legal successors in title to EDL will be the “Beneficiary” of the Works and will subsequently operate the power system facilities.

5. A complete set of bidding documents may be purchased by interested bidders on submission of a written application at the above-mentioned office, and upon payment of a non-refundable fee of USD 3, 000 (Three Thousand US Dollars). Payment shall be made by a certified cheek from a local bank addressed to the Council for Development and Reconstruction.
6. Bids must include a Bid Security bank guaranty for a value of: 150, 000 USD.
In addition, all Bids must be delivered to the above-mentioned office, at or before 12:00 (noon) (Beirut local time) on Tuesday July 3rd 2018.
7. A pre-bid meeting will be held at the Employer's address shown above (date and time to be decided later).
8. A site visit will be arranged by the Employer (date and time to be decided later).
