INVITATION TO BID FOR





Construction of 2-Storey Jail Building of Himamaylan City District Jail,

Brgy., Talabahan, Himamaylan City, Province of Negros Occidental





The Bureau of Jail Management and Penology (BJMP), through the proposed General Appropriations Act of 2019 intends to apply the sum of Eight Million Pesos (Php 8, 000, 000.00) being the proposed Approved Budget for the Contract (ABC) to payments under the contract for the project of Construction of 2-Storey Jail Building of Himamaylan City District Jail, at Brgy., Talabahan, Himamaylan City, Province of Negros Occidental.



The BJMP now invites bids for the Construction of 2-Storey Jail Building of Himamaylan City District Jail which includes the following scope of works:

Completion of the works is required for Two Hundred Forty (240) Calendar Days for the project. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 11, Instruction to Bidders.



Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



Interested bidders may obtain further information from BJMP-Regional Office 6 and inspect the Bidding Documents at the address given below from 8:00 o-clock A.M. to 5:00 o-clock PM starting 15 November 2018.

A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Ten Thousand Pesos (Php 10, 000.00).



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders who are interested to participate shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.



The BJMP will hold a Pre-Bid Conference on 20 November 2018 at 02:00 o-clock P.M. at BJMP Regional Office 6, P. Aquino Avenue, Fort San Pedro, Iloilo City, which shall be open only to all interested parties.



Bids must be delivered to the address below on or before 04 December 2018 at 01:00 o-clock P.M. at BJMP Regional Office 6, P. Aquino Avenue Fort San Pedro, Iloilo City. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



The early procurement of project for CY 2019 wherein the Bureau of Jail Management and Penology (BJMP) reserves the right not to award the contract without incurring any liability if the funds/allotments for the project have been withheld or reduced through no fault of its own.



The BJMP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
