The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the design-build (DB) project # 612-165 Martinez VA Medical Center (VAMC) located in Martinez, CA, located at 150 Muir Road.
PROJECT DESCRIPTION:
The proposed project will be a competitive, firm-fixed-price contract utilizing the design-build approach. The anticipated solicitation will be issued as a Request for Proposal (RFP) in accordance with FAR Parts 36 and 15, considering Technical and Price Factors
This project requires comprehensive design-build services to construct a new approximately 350-space parking structure at the Martinez VA Campus. The Design-Build contractor shall provide all architectural and engineering services, site investigations, field verification of existing conditions, design development, preparation of construction drawings and specifications, and construction services necessary to deliver a complete and fully functional parking structure. Design services shall include full Architect-Engineer (A/E) design support and submission of design packages at 35%, 65%, and 100% design milestones, in accordance with VA Design Guides, VA Master Specifications, and all applicable federal, state, and local codes including International Building Code (IBC), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA) requirements. Construction services include all labor, materials, equipment, supervision, and administrative support required for the complete construction of the parking structure and supporting site work.
