The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Notice (SSN) for Construction Services to execute a Design-Build contract for the Construction of a New Public Water Supply Well project located at CCSFS, Bourne, MA. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 237110 with a size standard of $45M. The project is planned to be issued in the Winter of 2026 with construction to begin in the Spring of 2027. The estimated construction cost is between $500, 000 - $1, 000, 000.
The project will be constructed within the extents of CCSFS with most work taking place in an access controlled secure area. CCSFS is an active-duty military installation located in the northwest corner of Joint Base Cape Cod, on Flatrock Hill in Bourne, Massachusetts. The objective of this project is to enhance water security and resiliency at CCSFS by constructing a new water supply well to serve as the primary source for all occupants. There are currently two (2) water supply wells at the installation drilled in overburden near the base of a glacial deposit. The scope includes all work required to turn over a fully functional and Massachusetts Department of Environmental Protection (MassDEP) compliant water supply well to the Government.
