CONSERVATION TREATMENT TO MUSEUM GLASS PLATE NEGATIVES, EBLASOURCES SOUGHT140P8323Q00051. Introduction: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY- This Source Sought is solely for information and planning, as a means for the government to conduct market research, identifying interested parties and their capability to determine whether to solicit the requirement as full and open or as a small business set-aside. The purpose of this project is to provide conservation treatment and stabilization of glass plate negatives from the Ebey's Landing National Historical Reserve (EBLA) museum collection by a qualified conservator. All objects are located at EBLA on Whidbey Island, Coupeville, WA. The 125 glass plate negatives may have one or all of the following conditions: cleaving binder, loss of image, water damage, mold damage, or broken plates. Conservation and stabilization treatments shall be carried out by a professional conservator with demonstrable knowledge of historical photograph preservation. This conservator must also perform work according to principles and practices outlined in the Code of Ethics and Standards of Practice of the American Institute for Conservation and qualifications at Code of Ethics and Guidelines for Practice (culturalheritage.org) or https://www.culturalheritage.org/about-conservation/code-of-ethics.Responses to this Sources Sought will be considered and will help the Government dictate a path forward. All business categories will be considered to include small and large businesses.2. Place of Performance: At a fully equipped conservation facility. This project addresses conservation of 125 glass plate negatives, a historical photograph type that is especially difficult to treat because the photographic emulsion can peel right off the glass (noted as "cleaving binder" in the attached conservation survey). Almost all the negatives requiring treatment in this project will need re-adhesion of the emulsion to the glass surface....
