Tenders are invited for Connecting Water Authority Sites to a Large-Scale Information Transfer and Exchange Network WAN-116 Sites
1. Introduction
Water authority of Jordan (WAJ) is planning to install surveillance systems in its water reservoirs for
(111) WAJ sites in Jordan, and is working to connect these sites through Wide Area Network (WAN)
to WAJ-HQ (Amman- Shmesani).
Part of its main objectives is to establish a fully enterprise network built on reliable infrastructure
that allows data communication between the head quarter and the remote sites. To reach this, the
wide area network is required to be based on the latest technology providing sufficient speed and
bandwidth. WAJ-HQ is issuing this request for proposal (RFP) to establish wide area network that
satisfy the existing needs and further future expansions to serve any extra added location. The
network shall provide a minimum Bandwidth of 12Mb and uses the latest available data connection
technology and speed available in the market. The contract period is two years.
2. Special Conditions:
2.1 Bidders Eligibility :
1. The bidder shall have minimum 6 Years- experience in the Jordanian market selling data
connectivity solutions.
2. The bidder shall not have been blacklisted by any government organization/ banks. Selfdeclaration to that effect should be submitted along with the technical bid.
3. The bidder should own high redundancy MPLS Network, Backbone conditionally requested
in case of single point failure.
4. The bidder should have state-of-art Operation Management Center (OMC) for trouble
shooting 24/7 to ensure uninterrupted service.
5. The bidder should have 24 x 7 help desk facility.
6. The Response time should be limited as mentioned in table (1) since ticket issue.
Noncompliance Response Time (R.T) penalties is calculated as follow:
- R.T delay cost = # of delay hours x 5JD/Hour
7. The R.T delay cost is consumed from the next scheduled payment.
8. The bidder shall provide integrated Service for both video and Voice.
9. WAN in its entire elements shall be of up to date mature technology and has not been fielded
for more than 3 years.
10. The bidder is required to fill in compliance list for related requirements.
2.2 Technical Qualification Criteria
1. The bidder has to have flexibility and scalability features, Redundancy for connectivity,
expandability of network, Capacity of carrying voice, video and data and security features.
2. Facility of monitoring, fault management of network, and reporting from Operations
Management Center (OMC).
3. The bidder must have Experience in installation of MPLS Networks.
4. All the required updates are the responsibility of the bidder.
5. The bidder should be able to provide (Microwave/ Fiber) last mile solution to tackle the wired
connectivity restriction & barriers.
6. The bidder shall provide all backup and redundancy connectivity solution based on different
infrastructure.
7. MRTG screen is needed to be in WAJ control center.
8. The bidder shall provide an SLA “Service Level Agreement” availability Percentage not less
than of 99.94%.
9. The bidder shall conduct performance assessment and service analysis quarterly.
10. The bidder shall provide Ethernet termination method and Ethernet test equipment to be used
by WAJ technical team.

3. Project Requirements:
1. WAJ intends to connect the sites illustrated in table (2) with HQ for Data/Video/Audio
(Video streaming for CCTV) using MPLS Technology all together from all sites and guarantee
full and exact implantation, installation and wiring. The data transmitted on these links
should be secured and protected (not be accessed / shared with public or Internet network).
2. All microwave links shall be of the latest technology and equipped with all necessary
interfaces to achieve the required service, any WiMAx equipment is not accepted.
3. The bidder shall provide adequate support service, point of contact and telephone number
for follow up.
4. The bidder shall have the ability to expand or upgrade the links in the network in case of
requirements in future.
5. The bidder shall provide a minimum SLA availability percentage of 99.94% in all connected
sites through MPLS P2P microwave connection or Fiber optic.
6. The Bidder will be solely responsible for all liaison work, statutory and regulatory approvals,
project requirements/submission of payments, follow up etc. during project planning,
execution, and tenure of contract.
7. The bidder shall provide each location mentioned in table (2) with IP phone/ site and WAJHQ (Amman- Shmesani) with three IP phones, and link them to each other-s.
4. Installation and Commissioning Period
- The Bidder has to install, commission and establish links in all manners at all locations
specified in tables (2) and operate them in (15-3-2023).
- The acceptance date of the project will be the date of installing, establishing and operating
the whole system.
5. Training:
The bidder shall provide the required training on the technology proposed, and provide WAJHQ staff with the needed knowledge to follow up the network operations 24/7.
