1. BackgroundThe European Union (EC Directorate General forNeighbourhood and Enlargement - DG NEAR), United Nations Development Programme(UNDP) and the World Bank (WB) are partnering in the implementation of amulti-country survey (MCS) on the socio-economic vulnerabilities of the Romapopulation in Georgia, Moldova and Ukraine. The assessment aims to build arobust evidence-base of quantitative and qualitative data for effectivedecision-making on policies that promote Roma inclusion.Roma have historically been among the mostvulnerable population groups in Central and Eastern Europe. Cooperation on thismulti-dimensional assessment is based on a joint understanding that there is aneed to create baseline statistical evidence on the different driverscontributing to Roma exclusion, in order to inform targeted policy efforts thatcan tackle the underlying causes of vulnerabilities and exclusion of Roma.Expected users of the data generated by this activity range from governmentbodies and institutions designing and revising national Roma inclusionpolicies, bilateral and international organizations supporting nationalprograms, civil society organisations, and community level workers. This comprehensive baseline assessment will be achieved through (i) avulnerability mapping; (ii) a quantitative household survey encompassing a widerange of topics (income, education, employment, health, housing and livingconditions, migration and access to civil registration/personal documentation);(iii) contextualized qualitative surveys; and (iv) a digital socialvulnerability index. Against this background, theWorld Bank is proposing to complement the MCS with a Preference Survey to provide insights about educational, childkeeping and professional preferences of Roma and non-Roma households in Moldovaand Ukraine.
