Underthe Sustaining Health System Reform Program, the World Bank is providingcomprehensive technical assistance and analytical support for the Ministry ofHealth of Ukraine. Modernization of healthcare service delivery and servicedelivery network constitutes one of the core elements of the program. Aspart of the TA, the Word Bank will support the Ministry of Health (MoH) indeveloping a concept of healthcare delivery networks redesign and a conceptMaster Plan for a large urban agglomeration in Ukraine. The concept Master Planwill consist of 1.) an analysis of the current situation regarding healthinfrastructure, services provided, and models of financing; 2.) an assessmentof current and future (10-15 year) needs and gaps (that is, current and futureneeds that are not/will not be met by the existing health system and itsinfrastructure; 3.) a concept redesign of the system (with a focus on facilityinfrastructure, financing, and governance). The concept is intended to help theMoH and Ukraine-s municipal and oblast authorities undertake more detailedplanning of health system redesign in the context of the demographic change, post-war recovery, and integration with the European Union. The objective of thisassignment is to engage a consultant, who shall be a firm, to support the WorldBank in advising the MoH on developing a concept Master Plan. The concept willuse data from a specific locality within Ukraine (to be selected) and will becaried out in collaboration with the MoH and local authorities.
