THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT-S INTENT TO ISSUE A SOLE SOURCE AWARD TO MASSLIGHT, INC. FOR COMPTROLLER XML EXHIBITS (CXE) TOOL MAINTENANCE CONTRACT.

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole source, Firm-Fixed-Price Level-of-Effort (FFP-LOE) contract to Masslight, Inc. (468 N ST SW, Washington, District of Columbia 20024-3702), for continued specialized development and maintenance of the Comptroller XML Exhibits (CXE) tool. This tool is used by the Office of the Under Secretary of Defense, Comptroller (OUSD(C)) and the Defense Technical Information Center (DTIC) to prepare, standardize, and submit detailed Department of Defense (DoD) budget information and exhibits to Congress. Under this contract, the Contractor will provide comprehensive support encompassing administration, communications, cybersecurity, technical services, financial management, analytical services, joint/interagency organization, and program advisory services. These efforts are aimed at assisting the OUSD(C) in fulfilling its missions and objectives.

The current contract is set to expire on 29 June 2025. The proposed contract action period of performance will be from June 30, 2025, through June 29, 2027 (2 Years).

This notice is being issued in accordance with FAR Part 5.204 and FAR 6.302-1(a)(2)(iii). This procurement is executed pursuant to 10 U.S.C. 2304(d)(1)(B), procured through procedures other than competitive procedures when it is likely that an award to a source other than the original source would result in substantial duplication of cost to the United States which is not expected to be recovered through competition or unacceptable delays in fulfilling the agency-s needs.
