The County of Santa Cruz Community Development & Infrastructure Department, Division of Public Works (Division of Public Works) is soliciting proposals from qualified consulting professionals (Consultant) to prepare a Comprehensive Development Impact Fee Study (“Study”) and develop a Comprehensive Development Impact Fee Program (“Program”) for the County of Santa Cruz (County). The County is seeking proposals which create a countywide, plan-based impact fee calculation system consistent with the requirements of the California Mitigation Fee Act (AB 1600 et. seq.) and implementing regulations affecting adoption of development impact fees in California. Impact fees collected in the unincorporated areas per criteria outlined in County Code will support capital facilities and infrastructure projects found in the County-s General Plan Access + Mobility Element, Capital Improvement Program, Long- Range Facility Plan, and Active Transportation Plan. The Study may reveal new fees need to be adopted and existing fees need to be updated and modernized to fund all County-provided facilities affected by growth. The contract for this work will be with the County negotiated and executed by the Division of Public Works.
