Article 25 of Directive 2023/1791/EU on energy efficiency requires each Member State to submit to the Commission a comprehensive heating and cooling assessment, as part of its integrated national energy and climate plan and its updates pursuant to Regulation (EU) 2018/1999. That comprehensive assessment shall contain the information set out in Annex x to this Directive and shall be accompanied by the assessment carried out pursuant to Article 15(7) of Directive (EU) 2018/2001. The preparation of the analysis must be closely linked to the planning and reporting arrangements in the Governance Regulation and build on previous assessments where possible.
