Request for Proposal are invited for Complete Staff Work (CSW) Training Provider for Social Housing Finance Corporation
I. Background and Rationale
The Social Housing Finance Corporation (SHFC) is a government-owned corporation that provides community loans to informal settler families (ISFs) so they can purchase the land they are currently occupying or the land where they choose to relocate to. These ISFs have no access to formal credit facilities. Our way of assisting them is through our socialized housing programs such as the Community Mortgage Program (CMP), High Density Housing (HDH) Program, and the Abot-Kaya Pabahay Fund-Developmental Loan Program (AKPF-DLP).
SHFC provides a financing scheme to assist and enable informal settlers, slum dwellers, or residents of blighted areas, in purchasing, through their duly-registered community associations, the land they occupy or where they will be relocated.
Based from the FGDs and interviews, there are some concerns and issues that seem to have escalated into problems. Most were due to lack of communication/ miscommunication, lack of feedback giving/receiving, poor coordination and incomplete processes done in work deliverables. Had the work been done when it was still a concern or issue or completed before submission, it could not have reached a level of being a problem.
There exists a process methodology, where what is submitted and or communicated is complete, accurate, relevant, thorough, on time and simple. It is what we call Completed Staff Work, which can be conducted to employees at all levels in the organization, who submit reports, proposals, projects, written work reports or accomplishment reports that would have helped lessen work-related problems due to late or incomplete submission or accomplishment of work.
Thus, there is a need to outsource the services of a training provider to provide a Training-Workshop on Completed Staff Work (CSW) for SHFC officers and employees.
II. Objectives
The Provider will provide a training-workshop that will enhance the knowledge and skills of SHFC officers and employees on CSW.
Specifically, the training-workshop aims that the participants be able to:
a. Interpret the concept of a CSW
b. Apply the techniques on the preparation of a CSW for SHFC
c. Present a sample live CSW (group work) and present it for review
III. Project Deliverables and Timeframe:
1.) Module Development and Preparation based on pre-program diagnostics analysis
The Modules shall include the following:
- Completed Staff Work Process
- CSW Problem-solving Tools & Techniques
- CSW Decision-Making Tools & Techniques
- CSW Standard Format & its Live Case Application
2.) Conduct of the 2-day Training-Workshop for each of the four (4) batches (20 pax per batch) Training- Workshop activities and tasks (exercises, discussions, group activities)
Post-Workshop Assessment and Program Handholding
Post-workshop activities include the following:
- Training Report, Assessment & Recommendations
- Certificates
IV. Qualifications of Training Provider
The Training Provider must have the following minimum qualifications:
A. He/she must have finished an appropriate undergraduate or graduate course and/or training course related to areas of CSW;
B. He/She must have actively implemented continuing learning programs for various government and non-government agencies, particularly on the process of Completed Staff Work (CSW);
C. He/She must have the professional expertise in facilitating CSW trainings, particularly in handling live case analysis workshops; and
D. He/She must have handled for other GOCCs at least three (3) projects of this nature within the past five (5) years.
V. Roles and Responsibilities
The Training Provider shall be responsible for the following:
1. Customization and delivery of the program
2. Conduct of Pre and Post Program Tests
3. Conduct of the Program
4. Provision of Handouts, Certificates and Class Photo
5. Submission of a Program Terminal Report at the end of the entire program
VI. Working Arrangement
The Training Provider shall directly conduct the CSW Training-Workshop at a venue designated by the SHFC.
In view of this project, the Planning Department and the HR Division shall coordinate with the Training Provider in the conduct of the entire workshop. They shall facilitate the provision of the necessary logistical support to the Training Provider.
VII. Proposal Requirements

-c List of experts who will be directly involved in the service, including their credentials
-c List of organizations for which similar services have been rendered
VIII. Duration/ Terms of Contract
The training-workshop shall be undertaken in two (2) days per training batch, a total of 8 days for the 4 batches.
Ix. Budget
In full consideration of the Training Provider-s services, SHFC shall pay the Training Provider the amount of Three Hundred Sixty thousand (P360, 000) inclusive of all taxes. The fee does not include venue and meals expenses of training participants and out-of-pocket expenses, such as reproduction of documents, purchase of office supplies, and communication that may be incurred in connection with this consultancy service.
x. Ownership of the Project
All materials in this project shall be the exclusive property of SHFC. The use and/or reproduction, in whole or in part, shall be undertaken only after the expressed approval of SHFC.
